\nBACKGROUND<\/p>\n
The European Union\u2013funded RRR Project (\u201cCameroon Migration Governance Enhancement\u201d) supports Cameroon in strengthening reintegration governance, including mechanisms that promote sustainable economic reintegration for returning migrants. Financial inclusion and access to appropriate financial services are essential for the success and sustainability of reintegration pathways, as highlighted in the project\u2019s focus on building public\u2013private partnerships and strengthening socioeconomic reintegration frameworks (Output 2.2). <\/p>\n
To operationalize these commitments, the project seeks to establish strategic collaborations with financial institutionscapable of:
\nSupporting migrant-led micro and small enterprises,
\nProviding adapted loan and savings products,
\nActing as payment and monitoring agents for reintegration projects at local level, and
\nEnhancing the financial literacy and financial resilience of returnees.
\nThe Reintegration Assistant \u2013 Finance Analyst will lead the groundwork for identifying, negotiating, and preparing these partnerships.<\/p>\n
PURPOSE OF THE ASSIGNMENT<\/p>\n
To identify, evaluate, and engage financial institutions (3\u20135 banks or MFIs) and develop a financial partnership model that enables migrants\u2019 reintegration projects to be financed under the best possible conditions, including mechanisms where banks act as payment and monitoring agents at local level.<\/p>\n
The position will produce the analytical, technical, and coordination groundwork required for IOM and the Government to formalize and operationalize such partnerships within the RRR Project.<\/p>\n
Responsibilities
\nA. Financial Sector Mapping & Due Diligence<\/p>\n
Conduct a comprehensive mapping of banks, microfinance institutions (MFIs), fintechs, and guarantee funds operating in Cameroon.
\nAnalyse each institution\u2019s:
\nSME and micro-entrepreneurship products,
\nyouth financing schemes,
\ndiaspora or migration-related products,
\nrisk assessment practices,
\ninterest rates and collateral requirements,
\nlocal presence in target regions (Littoral, Centre, East, North, West).
\nProduce financial profiles and comparative assessments to shortlist 3\u20135 promising institutions.
\nB. Development of a Reintegration Financing Model<\/p>\n
Design draft financial mechanisms adapted to migrant businesses (individual, group, and community projects), aligned with RRR reintegration packages (Output 2.2)
\nDefine options such as:
\nlow-collateral microloans,
\nreduced interest rates,
\nsavings\u2013loan combined schemes,
\nstep-by-step disbursement linked to monitoring results,
\nrisk-sharing models (guarantee fund, partial credit risk coverage).
\nPropose models for banks acting as payment agents for reintegration packages (disbursement according to approved milestones).
\nPropose monitoring mechanisms where banks verify progress of financed micro-projects at community level.
\nC. Engagement & Negotiation with Financial Institutions<\/p>\n
Facilitate bilateral consultations with targeted banks and MFIs.
\nPresent project objectives, reintegration profiles, and potential financial partnership models.
\nIdentify the institutions willing to develop adapted products or partnership agreements with IOM and Government.
\nDraft initial negotiation notes, technical annexes, and concept proposals for each bank.
\nD. Development of Partnership Instruments<\/p>\n
Contribute to the drafting of:
\nMoUs,
\nLetters of Intent,
\nPartnership Proposals,
\nBank Engagement Agreements,
\nOperational guidelines for implementation.
\nDefine roles and responsibilities between IOM, Government counterparts (MINREX, MINAS, MINJEC, MINEFOP), and the selected financial institutions.
\nDevelop a risk mitigation framework and due diligence checks.
\nE. Capacity Building & Stakeholder Coordination<\/p>\n
Support the RMO and Head of Programme in technical discussions with ministries involved in reintegration.
\nProvide technical briefs for Government counterparts to ensure alignment with national reintegration mechanisms (including the planned National Reintegration Fund).
\nConduct small workshops with reintegration officers and partners to explain proposed financial mechanisms.
\nF. Reporting & Knowledge Products<\/p>\n
Produce:
\nA Financial Institutions Mapping Report,
\nA Reintegration Financing Model paper,
\nPartnership guidelines for banks,
\nDraft mous\/agreements ready for negotiation,
\nA roadmap for operationalizing the financial partnership mechanism within the RRR project.
\nPrepare meeting minutes, concept notes, and technical summaries.
\nQualifications
\nEDUCATION<\/p>\n
High school diploma with six years of relevant experience; or,
\nBachelor\u2019s degree in Finance, Banking, Economics, Business Administration, Development Studies, or related field from an accredited institution with four years of relevant professional experience
\nEXPERIENCE<\/p>\n
Minimum three years of experience in:
\nFinancial analysis, microfinance, SME banking, or economic development;
\nPublic\u2013private partnerships or financial sector regulation (an asset);
\nLivelihood, entrepreneurship, or reintegration programmes (desirable).
\nExperience engaging with banks, MFIs, or fintechs is highly desirable.
\nExperience drafting concept notes, financial models, or partnership documents.
\nSKILLS<\/p>\n
Strong understanding of credit products, SME finance, and risk analysis.
\nAbility to design financing mechanisms for vulnerable groups.
\nExcellent drafting, negotiation, and analytical skills.
\nProficiency in Excel and financial modelling tools.
\nLANGUAGE<\/p>\n
For this position, fluency in English, French is required (oral and written).<\/p>\n
