Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.<\/p>\n<p>To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter \u201cJoint Initiative\u201d). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, C\u00f4te d&rsquo;Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, and support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative aims at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programs related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.<\/p>\n<p>Under the overall supervision of the Chief of Mission and the direct supervision of the Reintegration Officer, the successful candidate will be responsible for implementing reintegration schemes and participating in delivery of assistance in countries of origin to returning migrants. S\/he will be responsible for coordinating, implementing action, and monitoring of migrants\u2019 reintegration assistance for IOM\/Cameroon.<\/p>\n<p><strong><em>Core Functions \/ Responsibilities:<\/em><\/strong><\/p>\n<ol>\n<li>Coordinate and monitor daily operations and staff in the field.<\/li>\n<li>Coordinate and provide administrative and logistical support for the effective and timely implementation of country level activities in close coordination with the field teams in the respective targeted regions.<\/li>\n<li>Provide technical inputs for the development of adapted activities, implementation tools (SoPs, work plans, monitoring and evaluation (M&amp;E) and accountability forms), in close coordination with Assisted Voluntary Return and Reintegration (AVRR) field team.<\/li>\n<li>Maintain and improve the established efficient data-collection mechanisms, and oversee the appropriate data management of beneficiaries, including the entering of case data into MiMOSA in accordance with IOM Protection Guidelines.<\/li>\n<li>Facilitate the mainstreaming of \u201cDo No Harm\u2019\u2019; \u2018\u2019Conflict Sensitivity\u2019\u2019 and \u2018\u2019Protection\u2019\u2019 into reintegration activities by encouraging and providing guidance to the MHPSS Unit for the provision of adequate assistance to returnees including vulnerable migrants.<\/li>\n<li>Identify implementation challenges, assess needs on reintegration and capacity building, and recommend action to overcome challenges and address needs as agreed.<\/li>\n<li>Provide technical guidance to facilitate community mobilization and the identification of appropriate reintegration activities and implement the initiative\u2019s visibility plan in key activities (Delivery of reintegration, Trainings).<\/li>\n<li>Maintain collaborative relationships with local government authorities, local grantees, local contractors, UN agencies, international Non-Governmental Organizations (NGOs), donors, and other key stakeholders.<\/li>\n<li>Support the Reintegration Officer in the implementation of the programme\u2019s community-based reintegration initiatives at the field level in accordance with the overall objectives of the programme; supervise programme implementation staff in the identification of local grantees and partners, technical consultants, and other programme implementers.<\/li>\n<li>Support the Reintegration Officer in the coordination of the operations staff as appropriate for reintegration activity implementation to check that procurement, finance, logistics, and programmatic aspects of each activity are being timely implemented and in accordance with the specifications of the approved activity for targeted regions.<\/li>\n<li>Coordinate closely with the finance, logistics and procurement teams in the application of standard guidelines and procedures aimed at ensuring an appropriate, efficient, and transparent use of funds.<\/li>\n<li>Contribute in preparing results-based reports, controlling aggregate quantitative and qualitative data shared by staff, and compiling information in order to maintain timely and proper information exchange to the Project Manager on activity implementation.<\/li>\n<li>Perform such other duties as may be assigned.<\/li>\n<\/ol>\n<p><strong><em>Required Qualifications and Experience:<\/em><\/strong><\/p>\n<h3>Education<\/h3>\n<p>\u2022 Master\u2019s degree in Development Studies, Social Studies, Political Science, International Relations, International Law, or a related field from an accredited academic institution with two years of relevant professional experience; or<\/p>\n<p>\u2022 University degree in the above fields with four years of relevant professional experience<\/p>\n<h3>Experience<\/h3>\n<p>\u2022 Professional experience in assisted voluntary return and reintegration, community reintegration or similar direct assistance work;<\/p>\n<p>\u2022 Experience working with specialized international agencies (UN Agencies, International<\/p>\n<p>Organizations, and International NGOs);<\/p>\n<p>\u2022 Previous work on protection (including, but not limited to, child protection, counter-trafficking) preferable;<\/p>\n<p>\u2022 Experience in project management and monitoring and evaluation an asset.<\/p>\n<h3>Skills<\/h3>\n<p>\u2022 Strong communication and interpersonal skills as well as strong strategic and creative thinking;<\/p>\n<p>\u2022 Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;<\/p>\n<p>\u2022 Ability to guide and supervise staff and coordinate administrative matters;<\/p>\n<p>\u2022 Ability to work effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives;<\/p>\n<p>\u2022 In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
