Join us in our fight for an AIDS-free generation.<\/p>\n<p>Job Description<\/p>\n<p>How will you fight for an AIDS-free generation?<\/p>\n<p>Under the supervision of the Director of Operations, the Operations Manager is responsible for coordinating all activities within the Operations unit of the Sub Office in order to provide optimum and efficient support to the program teams in implementing the various projects.<\/p>\n<p>No two days are alike at EGPAF, but what can you expect in this role?<\/p>\n<p>Key Responsibilities And Accountabilities<\/p>\n<p>Finance<\/p>\n<p>Ensure that relevant, contextualized, and comprehensive finance procedures are implemented, periodically revised, and strictly adhered to\/complied with<br \/>\nFacilitate a sound internal control environment through adequate segregation of duties, appropriate approval thresholds, job rotations, approval of bank reconciliations, et cetera<br \/>\nAct as a lead sub-office financial analyst, preparing sound expenditure forecasts, reviewing pipeline reports, and leading the implementation of variance reports raised in the budget to actual monthly reports<br \/>\nEnsure that sub-office financial reporting is complete, accurate, and timely and that compliance issues related to the sub-office financial reports are addressed within 5 working days of receipt<br \/>\nSupervise, coach, and capacity-build sub-office finance staff, identifying skills gaps and addressing them through job training, as well as recommending other appropriate external training<\/p>\n<p>Procurement &amp; Logistics<\/p>\n<p>Ensure that relevant, contextualized, and comprehensive procurement procedures are implemented, periodically revised, and strictly adhered to\/complied with<br \/>\nCoordinate the sub-office annual procurement planning cycle as well as manage a transparent and compliant selection of local approved suppliers list<br \/>\nAct as property manager for the sub-office, assuming control of office inventory, and also the management of locally purchased supplies for sites. Will conduct an annual, documented physical verification of office assets, and will ensure that site supplies are comprehensively tracked and documented up to delivery to sites. Will ensure that all office assets are tagged and insured<br \/>\nProvide high-level fleet management advice including optimal scheduling, documented analytic reports on vehicle usage logs vis a vis satellite tracking information, fuel consumption reports, and master calendar for all vehicles<br \/>\nSupervise, coach, and capacity-build sub-office procurement staff, identifying skills gaps and addressing them through job training, as well as recommending other appropriate external training<\/p>\n<p>Administration<\/p>\n<p>Develop, implement, and monitor a clear office access policy<br \/>\nDevelop tools for office supplies (kitchen, stationary, etc) monitoring and management and capacity build office administrator on effective use of the same<br \/>\nOversee service contracts for office repairs and maintenance, utility contracts as well as office leases, ensuring they are competitive and up to date<br \/>\nSupervise, coach, and capacity-build sub-office administration staff, identifying skills gaps and addressing them through job training, as well as recommending other appropriate external training<\/p>\n<p>Information Technology<\/p>\n<p>Ensure all IT policies and procedures are strictly adhered to, including the sub-office files backup procedures<br \/>\nEnsure a comprehensive, documented sub-office disaster recovery plan<br \/>\nSupervise, coach, and capacity-build sub-office IT staff, identifying skills gaps and addressing them through on job training, as well as recommending other appropriate external training<\/p>\n<p>Human Resources<\/p>\n<p>Act as sub-office HR contact point, advising Yaound\u00e9 HRM on sub-office HR concerns and needs<br \/>\nProvide support and guidance on completing performance appraisals, and supports Cameroon HR in ensuring the timely completion of performance evaluations<br \/>\nSpearhead local recruitments as necessary with the guidance of Cameroon HR<br \/>\nEnsure all HR Policies and Procedures at the sub-office are strictly adhered e.g. working hours policy, leave documentation policy, et cetera<\/p>\n<p>Other Duties<\/p>\n<p>Support audits and compliance reviews conducted at the sub-office level<br \/>\nFacilitate linkages and effective collaboration with sub-office program staff through regular meetings and other communication forums<br \/>\nOversee sub-office security needs in liaison with the Cameroon Associate Director of Operations<br \/>\nProvide ad hoc reports on a need basis<br \/>\nOther work-related duties as may be assigned by the supervisor<\/p>\n<p>Qualifications<\/p>\n<p>To be successful, you will have:<\/p>\n<p>Education &amp; Experience<br \/>\nMinimum master\u2019s degree in a related Business Field;<br \/>\nMinimum of 5 years of working experience in a similar position in a large organization<br \/>\nMinimum three years working in donor-funded project accounting (preferably USG funded) at a senior level<br \/>\nWorking knowledge of English and French<\/p>\n<p>Knowledge, Skills &amp; Abilities<\/p>\n<p>Excellent communication skills<br \/>\nWell-developed interpersonal skills<br \/>\nStrong work ethic and ability and willingness to work long hours<br \/>\nAble to work in team settings and willing to learn<br \/>\nCross-cultural competence as demonstrated by confidence and ability to make relevant presentations to diverse audiences<br \/>\nIT Savvy, including accounting soft wares<br \/>\nWillingness to travel<br \/>\nDeveloping Others \u2013 Developing others is a person\u2019s ability to perform and contribute to the organization by providing ongoing feedback and by providing opportunities to learn through formal and informal methods.<br \/>\nManaging Conflict \u2013 Managing conflict is a person\u2019s ability to encourage creative tension and differences of opinion.
