\nFor the Recruitment of a Consultant-Trainer for the development of a tool and
\ncapacity building of Civil Society Organizations in terms of advocacy for
\ndomestic fundings allocated to the fight against malaria in Cameroon

\nImpact Sant\u00e9 Afrique (ISA) coordinates the platform of Society Civil Organizations
\n(CSOs) for malaria elimination.
\nAs part of the process of the capacity building of civil society organizations for
\ndomestic resource mobilization, ISA in collaboration with the National Malaria
\nControl Program, is looking for an exceptional consultant\/trainer to develop the
\ntraining tools.
\nI.
\nObjectives
\nThe main objective of this consultancy will be to develop a training tool for Civil
\nSociety Organizations to strengthen their skills in effective advocacy, adapted to the
\ncontext of Cameroon, for the mobilization of domestic funding for malaria control. <\/p>\n
II. Functions and responsibilities of the consultant-trainer
\nUnder the supervision of the Senior Project Coordinator, the Consultant-Trainer will
\nhave to carry out the following tasks:
\n1. Describe the process of budgetary allocation for health by the
\nCameroonian government. What are the different steps involved in the
\nvoting of the annual budget allocated to health and the different
\nstakeholders in this budgetary allocation process, including the
\ndifferent deadlines?
\n2. Identify allies, challenges and opportunities for civil society in advocacy
\nfor domestic financing by the State in favor of health in general and
\nthe fight against malaria in particular in Cameroon.
\n3. Design a suitable tool for the training of civil society actors in advocacy
\nfor domestic resource mobilization. <\/p>\n
4. Validate the training tool with civil society actors, adapt it based on
\ntheir feedback and propose a plan for promoting its use to improve their
\ncapacities in advocacy.
\n5. Strengthen the capacities of civil society actors targeted in advocacy
\nso that they can effectively advocate with the government for the
\nmobilization of additional domestic resources.
\n6. Conduct a 3-day hybrid training, intended for Civil Society
\nOrganizations in Cameroon, on domestic financing for malaria control.
\nAt the end of the training, accompany civil society organizations to
\ndevelop a SMART advocacy action plan for implementation over 2 years
\nwith clearly defined success indicators.
\nIII. Key results and expected deliverables:
\n\u27a2 Document describing the budgetary allocation process for health:
\ndiagram specifying the different actors, the periods of the budgetary
\nallocation process in Cameroon.
\n\u27a2 Detailed training programme: content, methodology, teaching
\nmaterials and logistics.
\n\u27a2 Training material: presentations, training materials, guides or fact
\nsheets.
\n\u27a2 Content of the SMART action plan: specific, clear and achievable
\ndocument for implementation over two years, with success indicators.
\n\u27a2 Report of the training session: summary, participant feedback,
\nevaluations and recommendations.
\n\u27a2 Final report of the mission: summary of activities, results, highlights,
\nrecommendations for monitoring and sustainability.

\nThis consultancy mission will take place from Monday, October 15 to December 15,
\n2025.<\/p>\n
V. Consultant\u2019s Profile
\nThe desired expertise will focus on the recruitment of a Consultant-Trainer whose
\nqualifications and skills are presented as follows:
\n\u27a2 Experience in communication and advocacy with a bachelor level
\n\u27a2 Proven experience in the field of public health with expertise on issues related
\nto analysis and optimization of processes,
\n\u27a2 Good knowledge of the health system, its functioning, its organization, and
\nthe different actors that make it up, <\/p>\n
\u27a2 Good knowledge of the organization of the health system in Cameroon, the
\ndifferent actors and financing mechanisms,
\n\u27a2 Ability to draft reports and clear and precise presentations,
\n\u27a2 Experience in workshop facilitation, training and coordination of multisectoral
\npartners in the field of health, leadership qualities and consensus-building
\nskills;
\n\u27a2 Perfect oral and written mastery of French and English;
\n\u27a2 Good writing, analysis and synthesis skills;
\n\u27a2 Familiarity with remote meetings and conferenceapplications. <\/p>\n
VI. Application file
\n\u27a2 A dated and signed CV, including 3 professional references;
\n\u27a2 A technical sheet presenting the methodology used and the schedule of
\nactivities (2 pages maximum);
\n\u27a2 A financial offer (maximum 1 page). <\/p>\n
VII. Evaluation of the offers
\nThe evaluation of received offers will be based in particular on the following criteria:
\n\u27a2 The candidate\u2019s experience in conducting missions similar to those
\nspecified in these terms of reference;
\n\u27a2 Understanding the expectations of the mission and the proposed
\nintervention methodology;
\n\u27a2 The proposed financial offer. <\/p>\n
