(For more information, visit<br \/>\nwww.impactsante.orget contact us at contact@impactsante.org)<br \/>\nImpact Sant\u00e9 Afrique (ISA) coordinates the platform of Society Civil Organizations<br \/>\n(CSOs) for malaria elimination.<br \/>\nAs part of the process of the capacity building of civil society organizations for<br \/>\ndomestic resource mobilization, ISA in collaboration with the National Malaria<br \/>\nControl Program, is looking for an exceptional consultant\/trainer to develop the<br \/>\ntraining tools.<br \/>\nI.<br \/>\nObjectives<br \/>\nThe main objective of this consultancy will be to develop a training tool for Civil<br \/>\nSociety Organizations to strengthen their skills in effective advocacy, adapted to the<br \/>\ncontext of Cameroon, for the mobilization of domestic funding for malaria control. <\/p>\n<p>II. Functions and responsibilities of the consultant-trainer<br \/>\nUnder the supervision of the Senior Project Coordinator, the Consultant-Trainer will<br \/>\nhave to carry out the following tasks:<br \/>\n1. Describe the process of budgetary allocation for health by the<br \/>\nCameroonian government. What are the different steps involved in the<br \/>\nvoting of the annual budget allocated to health and the different<br \/>\nstakeholders in this budgetary allocation process, including the<br \/>\ndifferent deadlines?<br \/>\n2. Identify allies, challenges and opportunities for civil society in advocacy<br \/>\nfor domestic financing by the State in favor of health in general and<br \/>\nthe fight against malaria in particular in Cameroon.<br \/>\n3. Design a suitable tool for the training of civil society actors in advocacy<br \/>\nfor domestic resource mobilization. <\/p>\n<p>4. Validate the training tool with civil society actors, adapt it based on<br \/>\ntheir feedback and propose a plan for promoting its use to improve their<br \/>\ncapacities in advocacy.<br \/>\n5. Strengthen the capacities of civil society actors targeted in advocacy<br \/>\nso that they can effectively advocate with the government for the<br \/>\nmobilization of additional domestic resources.<br \/>\n6. Conduct a 3-day hybrid training, intended for Civil Society<br \/>\nOrganizations in Cameroon, on domestic financing for malaria control.<br \/>\nAt the end of the training, accompany civil society organizations to<br \/>\ndevelop a SMART advocacy action plan for implementation over 2 years<br \/>\nwith clearly defined success indicators.<br \/>\nIII.  Key results and expected deliverables:<br \/>\n\u27a2 Document describing the budgetary allocation process for health:<br \/>\ndiagram specifying the different actors, the periods of the budgetary<br \/>\nallocation process in Cameroon.<br \/>\n\u27a2 Detailed training programme: content, methodology, teaching<br \/>\nmaterials and logistics.<br \/>\n\u27a2 Training material: presentations, training materials, guides or fact<br \/>\nsheets.<br \/>\n\u27a2 Content of the SMART action plan: specific, clear and achievable<br \/>\ndocument for implementation over two years, with success indicators.<br \/>\n\u27a2 Report of the training session: summary, participant feedback,<br \/>\nevaluations and recommendations.<br \/>\n\u27a2 Final report of the mission: summary of activities, results, highlights,<br \/>\nrecommendations for monitoring and sustainability.<br \/>\nPeriod of the consultancy mission<br \/>\nThis consultancy mission will take place from Monday, October 15 to December 15,<br \/>\n2025.<\/p>\n<p>V. Consultant\u2019s Profile<br \/>\nThe desired expertise will focus on the recruitment of a Consultant-Trainer whose<br \/>\nqualifications and skills are presented as follows:<br \/>\n\u27a2 Experience in communication and advocacy with a bachelor level<br \/>\n\u27a2 Proven experience in the field of public health with expertise on issues related<br \/>\nto analysis and optimization of processes,<br \/>\n\u27a2 Good knowledge of the health system, its functioning, its organization, and<br \/>\nthe different actors that make it up,  <\/p>\n<p>\u27a2 Good knowledge of the organization of the health system in Cameroon, the<br \/>\ndifferent actors and financing mechanisms,<br \/>\n\u27a2 Ability to draft reports and clear and precise presentations,<br \/>\n\u27a2 Experience in workshop facilitation, training and coordination of multisectoral<br \/>\npartners in the field of health, leadership qualities and consensus-building<br \/>\nskills;<br \/>\n\u27a2 Perfect oral and written mastery of French and English;<br \/>\n\u27a2 Good writing, analysis and synthesis skills;<br \/>\n\u27a2 Familiarity with remote meetings and conferenceapplications.  <\/p>\n<p>VI. Application file<br \/>\n\u27a2 A dated and signed CV, including 3 professional references;<br \/>\n\u27a2 A technical sheet presenting the methodology used and the schedule of<br \/>\nactivities (2 pages maximum);<br \/>\n\u27a2 A financial offer (maximum 1 page).   <\/p>\n<p>VII.  Evaluation of the offers<br \/>\nThe evaluation of received offers will be based in particular on the following criteria:<br \/>\n\u27a2 The candidate\u2019s experience in conducting missions similar to those<br \/>\nspecified in these terms of reference;<br \/>\n\u27a2 Understanding the expectations of the mission and the proposed<br \/>\nintervention methodology;<br \/>\n\u27a2 The proposed financial offer.  <\/p>\n<p>VIII.
