Shwari Health Cameroon (SHAC) is a locally registered organization whose mission is to provide quality, effective, and innovative evidence-based solutions to address health system challenges in the health sector in Cameroon and beyond, with a particular focus on children and adolescents.<\/p>\n
MANDATE
\nSHAC is seeks to engage the services of a professional audit firm to conduct an external audit for the period from October 1, 2024, to September 29, 2025.
\nSCOPE OF WORK
\nQualifications and Expertise
\nThe proposed firm must demonstrate the following expertise:
\n\uf076 Expertise and Capacity
\n\u2022 Proven experience with at least five references.
\n\u2022 Experience in auditing non-profit organizations or with international organisations. Where by the lead auditor has experience associated with the said organisations.
\n\u2022 Experience in auditing general-purpose financial statements and internal controls.
\n\u2022 A work plan and capacity to complete the mission within the required timelines.<\/p>\n
\uf076 Audit Personnel
\n\u2022 Relevant experience of the lead auditor, with at least 10 years in auditing.
\n\u2022 At least 5 years of experience as a team leader\/audit manager.
\n\u2022 Valid Certified Public Accountant (CPA) certification.
\n\u2022 All proposed team members must have at least 3 years of experience and knowledge of the local operational environment.<\/p>\n
\uf076 Expected Audit Package
\n\u2022 An independent auditor’s opinion, including reasons for any negative or qualified audit report, if applicable.
\n\u2022 Audited financial statements in local currency, as required by the donor.<\/p>\n
\uf076 Submission Requirements
\n\u2022 A cover letter detailing the firm\u2019s qualifications and suitability for the engagement.
\n\u2022 A comprehensive proposal outlining the firm\u2019s approach and capacity to successfully complete the audit.
\n\u2022 Three references from prior clients within the non-profit sector.
\n\u2022 An updated CV or profile of the firm’s associates involved in the audit.
\n\u2022 A financial proposal that outlines billable hours and other fees for the service period (taxes included), excluding reimbursable direct expenses such as travel and incidental costs.
\n\uf076 Eligibility Criteria
\nTo be considered for this tender, the following documents must be included with your proposal submission:
\n\u2022 Valid practice licenses of the audit firm.
\n\u2022 Unique identification number.
\n\u2022 Are registered companies.
\n\u2022 Have been found guilty of serious misinterpretation in supplying information.
\n\u2022 Are in situations of conflict of interest. Conflict of interest MUST be disclosed to SHAC
\n\u2022 and vendors should only participate if approval is granted. A conflict of interest is created by any
\n\u2022 family or commercial relationship between the supplier and any member of the SHAC
\n\u2022 Tender Committee.
\n\u2022 Have seriously defaulted and declared as such in the implementation of similar contractual
\n\u2022 Are on any list of sanctioned parties issued by the United States Government. A tax compliance certificate dated within the last three months.
\n\u2022 The Firm\u2019s location plan.
\n– Terms

\n2. The successful bidder will be expected to start the offering services to SHAC from the
\ncontract start date (to be advised by the client).
\n3. This will be a 2 months engagement to be renewed upon successful performance
\n4. The successful bidder will be required to maintain proper records that support departmental
\nreporting and billing of transactions.
\n5. This is an invitation to bid and does not commit Evidence Action to accepting any of the proposals
\nreceived or award the contract to any of the bidders including but not limited to the lowest bidder.<\/p>\n
