S\/he is expected to provide vision, inspiration and leadership on forest sustainable management globally including the Congo Basin landscape conservation. S\/he will serve as both a senior member that delivers the technical program of IUCN in Central and West Africa and the IUCN global forest team that helps set strategic direction and define priorities for IUCN\u2019s broader engagement on forests conservation. The incumbent will develop, resource, and manage IUCN\u2019s Forest programme as well as the Congo Basin Ecoregion programme activities in the region in close collaboration with other relevant IUCN programmes, Members, Commissions and partners. S\/he will be responsible of the overall management of Forest and Congo Basin Ecoregion Programme and ensure its coherence and consistency with the IUCN\u2019s \u201cOne Programme\u201d approach, build on and align with IUCN\u2019s Forest conservation framework, and add value to regionally and nationally defined priorities.<br \/>\nJOB DESCRIPTION<br \/>\nLead role in the development and implementation of the Forest and Congo Basin Ecoregion Programme<br \/>\n\u2022 Take a lead role in the development of the Regional Forest Conservation and Congo Basin Programme through providing vision and guidance in developing a well-defined strategic focus in the short, medium and long term, ensuring:<\/p>\n<p>&#8211; effective and institutionally aligned programming and project implementation.<br \/>\n&#8211; systematic monitoring and evaluation of on-going programmatic activities, and.<br \/>\n&#8211; coherent and consistent communication of lessons learnt to key decision-makers within the region.<br \/>\n\u2022 Ensure an agile Programme Planning and Monitoring.<br \/>\n\u2022 Provide technical advice, guidance and support on forest conservation and restoration along with forest-based livelihoods to Project Offices and\/or Country Offices and act as the focal point for the forest conservation and FLR related activities particularly with Members, Commissions, partners and other IUCN component programmes as required;<br \/>\n\u2022 Coordinate the development, analysis and dissemination of forest conservation policy relevant to the Region and other networks in the most effective way;<br \/>\n\u2022 As a leading member of IUCN\u2019s \u201cGlobal Forest Team\u201d, represent and articulate regional perspectives in the identification of global priorities and ensure full regional participation in the development of new, jointly programmed, global forest initiatives;<br \/>\n\u2022 Capitalize and disseminate lessons learnt from programmes and projects as well as those learnt from partners and colleagues, programme management and oversight.<br \/>\n&#8211;<\/p>\n<p>Lead role in technical and financial management of the Forest and Congo Basin Ecoregion Programme<\/p>\n<p>\u2022 Ensure the sound technical and financial management of the Forest and Congo Basin Ecoregion Programme.<br \/>\n\u2022 Oversee the development and implementation of annual budgets and work plans and provide a timely progress report of the programme financial and technical activities in accordance with IUCN\u2019s practices;<br \/>\n\u2022 Ensure the overall quality assurance of the Forest and Congo Basin Ecoregion portfolio.<br \/>\n\u2022 Ensure implementation of and compliance with IUCN and donor policies, standards and procedures.<br \/>\n\u2022 Provide, where needed in the region, guidance and support to the development and implementation of other IUCN cross cutting initiatives.<\/p>\n<p>Partnership and Programme Development<\/p>\n<p>\u2022 Develop and maintain appropriate collaboration and partnerships with relevant organizations on forest conservation and FLR issues of mutual interest and ensure meaningful engagement of local IUCN members in the implementation of the Forest and Congo Basin Ecoregion portfolio.<br \/>\n\u2022 Lead fundraising for the Forest and Congo Basin Ecoregion Programme through development of proposals, maintaining good relationships with donor and funding agencies so as to ensure the financial viability of the programme.<br \/>\n\u2022 Work closely with IUCN Commissions, Country Offices, Project Offices and other thematic programmes to develop and maintain an appropriate project portfolio and funding for implementation of the Forest and Congo Basin Ecoregion Programme.<br \/>\n\u2022 Participate in joint planning, assessment and communication activities of the Forest and Congo Basin Ecoregion Programme and facilitate the development of joint programmes with members and partners.<br \/>\n\u2022 Contribute to the establishment of a framework for collaboration with Forest and Congo Basin Ecoregion stakeholders and contribute to positioning IUCN in the Congo Basin Ecoregion through initiatives and program development.<\/p>\n<p>Forest and Congo Basin Ecoregion Programme representation and visibility<\/p>\n<p>\u2022 Ensure that IUCN is adequately represented in relevant regional and international fora and negotiations on programme of work related to forest and FLR issues and Congo Basin landscape conservation as well.<br \/>\n\u2022 Facilitate discussions and dialogue on relevant forest conservation emerging issues to position IUCN in the region as a reference in forest conservation and FLR.<\/p>\n<p>Team and staff management and supervision<\/p>\n<p>\u2022 Supervise staff and lead capacity development on issues related to forest conservation in component programmes.<br \/>\n\u2022 Work with colleagues in and beyond the Region and forest and Congo Basin Ecoregion issues to ensure that the groups functions as an integrated team, that there is coherence and consistency in the policy statements, and a high quality of technical and policy advice is given to field programmes and projects.<\/p>\n<p>Other responsibilities<br \/>\n\u2022 Perform any other duties as may be assigned.<br \/>\nREQUIREMENTS<br \/>\n     \u2022 Education<\/p>\n<p>Advanced university degree (master\u2019s degree minimum) in environmental sciences and nature conservation and management, forest sciences and conservation, environmental and natural resources policy, and project and programme management.<br \/>\n\u2022 Work experience<\/p>\n<p>The successful candidate will have demonstrated the following experience and skills:<\/p>\n<p>At least 8 years of relevant work experience, among which a minimum of 5 years international experience in technical and managerial leadership in the fields of nature and forest conservation and natural resources management, FLR, sustainable development.<br \/>\n\u2022 Exposure to and knowledge of major forest conservation and restoration issues, both policy and field related.<br \/>\n\u2022 Relevant working experience on issues related to forest conservation in Africa, and nature conservation broadly.<br \/>\n\u2022 Strong experience with project and programme development and management.<br \/>\n\u2022 Proven track record in coordinating multidisciplinary projects and teamwork.<br \/>\n\u2022 Ability to work effectively within a large, decentralized workforce of professionals of different nationalities and to mobilize it towards common goals.<br \/>\n\u2022 Experience with important bilateral and multilateral donors.<br \/>\n\u2022 Demonstrated fundraising, budgeting and programme planning ability.<br \/>\n\u2022 Demonstrated skills in network development and network administration and ability to achieve results through networking in cross-cultural situations.<br \/>\n\u2022 Lead and inspire multicultural and multidisciplinary teams.<br \/>\n\u2022 Fluency in French and English (written and spoken).<br \/>\n\u2022 Advanced computer processing
