Malaria is the leading cause of morbidity and mortality, accounting for over 3 million confirmed cases annually and contributing to 17.2% of deaths in health facilities (HF) (2021). The Plasmodium falciparum parasite, transmitted by Anopheles gambiae, is the predominant species. Despite efforts, in (2022) malaria prevalence among children under five remains high at 26%.<br \/>\nThe Government of Cameroon, through the Ministry of Public Health, has prioritized the fight against malaria and NTDs in its Health Sector Strategy (2016\u20132027). The program is supported by partners such as the U.S. President\u2019s Malaria Initiative (PMI), WHO, and the Clinton Health Access Initiative, with a focus on disease surveillance, prevention, treatment, and community engagement.<\/p>\n<p>The Clinton Health Access Initiative\u2019s (CHAI) Surveillance and Data Use Program in Cameroon focuses on strengthening the quality, availability, and use of malaria program data to improve decision-making and program effectiveness. The objectives of these programs are as follows :<\/p>\n<p>Improve Data Quality<br \/>\nEnsure accurate, complete, and timely malaria data collection at all levels of the health system.<br \/>\nEnhance Data Use for Decision-Making<br \/>\nPromote the routine use of data by national and sub-national malaria program managers to guide planning, resource allocation, and implementation of targeted intervention.<br \/>\nStrengthen Surveillance Systems<br \/>\nSupport the integration and functionality of malaria surveillance within the national health information system.<br \/>\nImprove case detection, reporting, and response mechanisms.<br \/>\nCapacity Building<br \/>\nTrain health workers and data managers in data collection, analysis, visualization, and interpretation.<br \/>\nFoster a culture of data-driven decision-making across the malaria control program.<br \/>\nSupport Digital Tools and Innovation<br \/>\nDeploy and optimize digital platforms and dashboards for real-time data access and visualization.<br \/>\nFacilitate interoperability between surveillance systems and other health data platforms.<\/p>\n<p>As part of efforts to provide support and strengthen digital tools within the eHealth Architecture, CHAI Cameroon, in collaboration with the Ministry of Health (MINSANTE), is developing the e-Learning Platform for Minsante improve the knowledge, skills, and performance of healthcare professionals by providing accessible, standardized, and up-to-date training and education through digital means. To this end, CHAI Cameroon is seeking proposals from qualified software development vendors to design and implement an e-Learning Platform within the eHealth Architecture platform, interoperable with relevant systems (National Health Information System NHIS, Carte Sanitaire, Master Facility List) in Cameroon.<br \/>\nWe welcome proposals from experienced and qualified vendors that demonstrate expertise and experience in this area.<br \/>\nScope of the Services:<br \/>\nThe selected vendor will be responsible for:<\/p>\n<p>Developing an e-Learning Platform within eHealth architecture of MINSANTE, based on detailed requirements in the cahier des charges already defined and shared by Minsante including development on the MOH technology stack<br \/>\nVerification of the current setting up of the server environment (hosting, database, security) and the installation of Moodle and necessary plug-ins (certification, H5P, videoconferencing, etc.).<br \/>\nConfiguration of user roles (administrators, instructors, learners).<br \/>\nInterface customization (MINSANTE graphic charter, navigation, languages FR\/EN).<br \/>\nMultimedia content production of all modules and integration on the Moodle platform<br \/>\nConfiguration of automated backups and security alerts.<br \/>\nCompliance with local data protection regulations<br \/>\nDelivering all technical documentation, training materials, and system manuals, and providing limited post-deployment support<br \/>\nKey deliverables will include:<\/p>\n<p>Fully functional Cameroon e-Learning platform with all modules (refer to the cahier des charges), integrated in the eHealth Architecture, and interoperable with relevant system (like National Health Information System in DHIS2, Carte Sanitaire, MFL) developed.<br \/>\nUser training conducted and orientation materials developed.<br \/>\nSource code and deployment package made available.<br \/>\nThree months of post-deployment support provided.<br \/>\n Vendors should refer to the previously shared Functional Requirements for Macro and Micro Planning Features Document for baseline business logic, workflows, and specifications. This document will guide technical development and must be reflected in proposed approaches and timelines.<br \/>\nDelivery Schedule:<\/p>\n<p>Development should begin August 12, 2025, with major functionality completed within a month of contract signing to enable Minimum Viable Product (MVP) testing during the August\u2013September 2025 period. Final project delivery is expected by September 12, 2025.<\/p>\n<p>Proposal Submission Requirements:<\/p>\n<p>Interested vendors are invited to submit the following:<\/p>\n<p> Technical Proposal<br \/>\nDetailed methodology and technical approach<br \/>\nWorkplan detailing the timeline for completing key deliverables<br \/>\nAlignment with the shared requirements and existing eHealth Architecture infrastructure<br \/>\nStaffing Plan<br \/>\nProject team structure<br \/>\nCVs or bios of key personnel, highlighting relevant experience and relevance to the project.<br \/>\nFinancial Proposal<br \/>\nBreakdown of estimated costs by task or workstream<br \/>\nStaff rates and anticipated level of effort (LOE)<br \/>\nExperience and References<br \/>\nDemonstrated experience in developing of an eLearning platform, or similar platforms<br \/>\nExperience working with Ministries of Health and\/or Government of Cameroon<br \/>\nPortfolio of past work and at least two references<br \/>\nBusiness and Compliance Documentation<br \/>\nCompany registration and tax compliance documentation<br \/>\nDisclosure of any conflicts of interest<br \/>\nEvaluation Criteria:<\/p>\n<p>Proposals will be evaluated based on:<\/p>\n<p>Technical quality and feasibility of the proposed approach and timeline<br \/>\nExperience with developing eLearning platform, and working with government ehealth systems<br \/>\nReferral\/recommendation from a government department or institution especially from the CI (Cellule Informatique \/ Minsante)<br \/>\nDemonstration of flexibility and responsiveness to project needs and stakeholder feedback<br \/>\nCost-effectiveness and value for money<br \/>\nQualifications and experience of proposed staff<br \/>\nCompleteness and compliance of submitted documents<br \/>\nClarifications and Questions<\/p>\n<p>Clarification questions may be submitted to the RFP contact email by August 01st, 2025. Team Qualifications<\/p>\n<p>Relevant experience and expertise of key staff, especially in system design, development, and project implementation in low-resource settings<br \/>\n4.
