L\u2019OIM est d\u00e9di\u00e9e \u00e0 la promotion de la migration humaine et ordonn\u00e9e pour le b\u00e9n\u00e9fice de tous. Elle le fait en fournissant des services et des conseils aux gouvernements et aux migrants. La matrice de suivi des d\u00e9placements (DTM) est un outil de l&rsquo;OIM visant \u00e0 comprendre les d\u00e9placements, les flux migratoires et d&rsquo;autres aspects particuliers des populations et des individus en d\u00e9placement.<\/p>\n<p>Sous la supervision g\u00e9n\u00e9rale du Chef de Mission et du manager du Programme, la supervision administrative du superviseur du bureau de Bertoua et la supervision directe du coordinateur DTM \u00e0 Yaound\u00e9, le candidat retenu aidera \u00e0 la collecte, au traitement et \u00e0 l&rsquo;analyse des donn\u00e9es de la matrice de suivi des d\u00e9placements (DTM) afin de soutenir et d&rsquo;informer la r\u00e9ponse humanitaire d&rsquo;urgence. Il \/ elle sera responsable de la liaison avec les partenaires de mise en \u0153uvre, de l&rsquo;analyse des donn\u00e9es re\u00e7ues, du soutien \u00e0 la pr\u00e9paration des tableaux de bord et des rapports narratifs avec le coordinateur DTM. Il \/ elle sera en outre responsable de maintenir une coordination \u00e9troite des activit\u00e9s de collecte de donn\u00e9es avec le coordinateur DTM et de veiller \u00e0 ce que les d\u00e9lais soient respect\u00e9s et les d\u00e9lais respect\u00e9s.<br \/>\nT\u00e2ches et Responsabilit\u00e9s<\/p>\n<p>Aider \u00e0 la coordination et \u00e0 la mise en \u0153uvre de la collecte, de l&rsquo;analyse et de la diffusion des informations en \u00e9troite collaboration avec les parties prenantes concern\u00e9es ;<br \/>\nAider \u00e0 la supervision des processus de collecte de donn\u00e9es et des activit\u00e9s globales de gestion des donn\u00e9es, y compris l&rsquo;encodage, le stockage et le transfert des donn\u00e9es ainsi que le traitement et le soutien \u00e0 l&rsquo;analyse des donn\u00e9es et informations collect\u00e9es localement ;<br \/>\nFournir une formation et un soutien aux partenaires concern\u00e9s sur la base de collecte et d&rsquo;analyse de donn\u00e9es sur la m\u00e9thodologie et les outils de profilage ;<br \/>\nAider \u00e0 la conception, au d\u00e9veloppement et \u00e0 la maintenance des bases de donn\u00e9es pour les programmes d&rsquo;urgence de l&rsquo;OIM ;<br \/>\nAider \u00e0 l&rsquo;\u00e9laboration d&rsquo;outils de collecte de donn\u00e9es, de rapports statistiques et de cartes ;<br \/>\nFournir un soutien aux utilisateurs, des directives\/du mat\u00e9riel de formation et des formations aux parties prenantes concern\u00e9es dans le d\u00e9ploiement, l&rsquo;utilisation, l&rsquo;exploitation et la maintenance des bases de donn\u00e9es et des syst\u00e8mes de collecte de donn\u00e9es ;<br \/>\nSoutenir la pr\u00e9paration  et d\u00e9veloppement des outils analytiques et des rapports sur les tendances de d\u00e9placement, les \u00e9valuations des besoins et les activit\u00e9s du programme en utilisant les diff\u00e9rentes bases de donn\u00e9es du programme ;<br \/>\nSaisir des donn\u00e9es si n\u00e9cessaire et nettoyer toutes les donn\u00e9es collect\u00e9es afin d&rsquo;assurer la pertinence et l&rsquo;int\u00e9grit\u00e9 des donn\u00e9es ;<br \/>\nAssurer la liaison avec les partenaires de mise en \u0153uvre sur une base hebdomadaire pour faciliter  l&rsquo;int\u00e9grit\u00e9 et la continuit\u00e9 de la collecte de donn\u00e9es ;<br \/>\nEffectuer des visites sur le terrain pour \u00e9valuer et soutenir les partenaires de mise en \u0153uvre ;<br \/>\nSoutenir la liaison avec l&rsquo;administration nationale et l&rsquo;institut de recherche sur les donn\u00e9es ;<br \/>\nEffectuer toutes autres t\u00e2ches qui peuvent \u00eatre assign\u00e9es.<\/p>\n<p>EDUCATION<\/p>\n<p>Dipl\u00f4me universitaire d&rsquo;une institution accr\u00e9dit\u00e9e en syst\u00e8me de gestion de bases de donn\u00e9es, ing\u00e9nierie, gestion et visualisation de donn\u00e9es, informatique ou tout autre domaine connexe avec trois ann\u00e9es d&rsquo;exp\u00e9rience professionnelle pertinente ;<br \/>\nEXPERIENCE<\/p>\n<p>Trois ans d&rsquo;exp\u00e9rience en d\u00e9veloppement de bases de donn\u00e9es \u00e0 l&rsquo;aide d&rsquo;un ou plusieurs des outils suivants : MS Access, Visual Basic, SQL Server. Connaissance du SIG ARC ou d&rsquo;un autre logiciel de cartographie ;<br \/>\nExp\u00e9rience en gestion de l&rsquo;information, op\u00e9rations humanitaires d&rsquo;urgence ; gestion et coordination des flux d&rsquo;informations, gestion des donn\u00e9es, y compris la collecte, le stockage, le traitement et l&rsquo;analyse des donn\u00e9es pour g\u00e9n\u00e9rer des produits d&rsquo;information ;<\/p>\n<p>Comp\u00e9tences \u00e9prouv\u00e9es en analyse d&rsquo;informations statistiques et en visualisation de donn\u00e9es ;<br \/>\nCapacit\u00e9 \u00e0 formuler des exigences techniques et des proc\u00e9dures d&rsquo;exploitation li\u00e9es \u00e0 la Gestion de l\u2019Information ;<br \/>\nCapacit\u00e9 \u00e0 traduire les sp\u00e9cifications de planification en notes techniques pour la saisie et l&rsquo;analyse des donn\u00e9es, et vice versa ;<br \/>\nCapacit\u00e9 \u00e0 compiler et \u00e0 analyser de mani\u00e8re holistique divers ensembles de donn\u00e9es ;<br \/>\nExp\u00e9rience dans le traitement de donn\u00e9es confidentielles ;<br \/>\nCompr\u00e9hension d\u00e9montr\u00e9e des diff\u00e9rentes m\u00e9thodologies de collecte de donn\u00e9es.<br \/>\nSKILLS<\/p>\n<p>Connaissance approfondie du large \u00e9ventail de domaines li\u00e9s \u00e0 la migration trait\u00e9s par l&rsquo;Organisation ; et,<br \/>\nConnaissance de la programmation des Nations Unies et des donateurs bilat\u00e9raux.<\/p>\n<p>Langues <\/p>\n<p>REQUIS<\/p>\n<p>La ma\u00eetrise du fran\u00e7ais et de l&rsquo;anglais est requise (Oral et \u00e9crit)<\/p>\n<p>DESIRABLE<\/p>\n<p>Une connaissance pratique d\u2019une langue locale est un avantage.<br \/>\nRequired Competencies<\/p>\n<p>IOM\u2019s competency framework can be found at this link.
