For our operations in Cameroon, we are looking for:<br \/>\nDEPUTY FINANCE, LOGISTICS AND HR MANAGER<br \/>\nI. OBJECTIVE OF THE POSITION<br \/>\nProvide logistics, financial and HR support at base level in accordance with procedures laid down<br \/>\nfor the country operation and Action Against Hunger\u2019s guidelines for provision of the optimum<br \/>\nsupport for the programmes.<br \/>\nII. RESPONSIBILITIES<br \/>\nMission 1 : Support in the area of activity<br \/>\n&#8211; Monitoring and analyzing logistical, financial and HR indicators in his\/her zone;<br \/>\n&#8211; Assessment of the logistical capacities of his\/her zone;<br \/>\n&#8211; Support to Program Managers in the assessment of their needs;<br \/>\n&#8211; Participate in the flow of information and the management of professional relations with internal<br \/>\nand external partners;<br \/>\n\uf0d8 Maintaining updates of the logistics capacity in his\/her zone and planning accordingly;<br \/>\n\uf0d8 Making available all logistical, financial and HR information needed for projects, training and<br \/>\nothers;<br \/>\n\uf0d8 Organize, participate in and\/or lead HR training sessions for teams;<br \/>\n\uf0d8 Provide technical support in human resources management to managers;<br \/>\n\uf0d8 Prepare HR files required in the event of audits and HR reports for local authorities;<br \/>\n\uf0d8 Assess the quality of the logistics service of the Project by completing the \u201cFundamentals\u201d<br \/>\nform every quarter;<br \/>\n\uf0d8 Prepare activities report of the support services in line with the frequencies established for the<br \/>\nMission (each month), and ensure that statistical data is regularly updated;<br \/>\n\uf0d8 Receive possible requests and complaints from employees and inform the Field Coordinator;<br \/>\n\uf0d8 Participate in meetings with local authorities and national HR agencies (Labour Inspectorate,<br \/>\nEmployment Delegation, Insurance);<br \/>\n\uf0d8 Monitor relations with the NSIF, the DGT, etc.<br \/>\nMission 2 : Implement and ensure the performance of the supply chain<br \/>\n&#8211; Ensuring conformity with AAH procedures at each stage of the supply chain;<br \/>\n&#8211; Performance in respect of costs, quality and timeliness in the supply chain (purchasing, transport,<br \/>\nstock) throughout his\/her zone;<br \/>\n&#8211; Advice, information and alerts on the processing of requests to the requesters;<br \/>\n&#8211; Comprehensive knowledge of the market in his\/her zone;<br \/>\n&#8211; Timely and high quality reporting on his\/her area of activity;<br \/>\n\uf0d8 Contributing to the Project Procurement Plan at the launch of new projects;<br \/>\n\uf0d8 Monitoring the Supply Plan;<br \/>\n\uf0d8 Establishing the Treasury Forecast;<br \/>\n\uf0d8 Receiving and approving the Procurement Requests and updating the Procurement Follow-Up;<br \/>\n\uf0d8 Putting in place and arranging for purchases in a timely manner and in accordance with the<br \/>\nAAH procedures applying to each purchase (goods, tasks, services, premises);<br \/>\n\uf0d8 Participates in the negotiation and selection process of suppliers;<br \/>\n\uf0d8 Controlling deliveries to bases and programs;<br \/>\n\uf0d8 Control stock management (storage conditions, reporting, expiry dates) and stock movements;<br \/>\n\uf0d8 Collecting data on the market and local suppliers;<br \/>\n\uf0d8 Regularly evaluate the storage areas used compared with the needs of the Project (volume,<br \/>\nsecurity, etc.); propose possible adaptations to the line manager (new premises, etc.).<br \/>\nMission 3 : Implement and ensure the performance of facilities &amp; fleet management<br \/>\n&#8211; Safety of the working and living environment;<br \/>\n&#8211; Ensure optimal operation of fleet management, generators\/other energy sources in the activity<br \/>\narea;<br \/>\n&#8211; Provision and maintenance of logistical equipment;<br \/>\n&#8211; Security of logistical equipment, training and assistance to users;<br \/>\n&#8211; Supervision of the building, rehabilitation and maintenance required for the functioning of the<br \/>\nbase and the living environment;<br \/>\n&#8211; Provision and supervision of water and energy supplies to all buildings required for the<br \/>\nfunctioning of the base and the living environment;<br \/>\n&#8211; Timely and high quality reporting on his\/her area of activity;<br \/>\n\uf0d8 Supervising the installation, maintenance and repair of logistical equipment;<br \/>\n\uf0d8 Maintaining the equipment list at the base;<br \/>\n\uf0d8 Assessing the needs for logistical equipment and ensuring proportional allocation;<br \/>\n\uf0d8 Carrying out an inventory and reporting on the state of repairs of property on arrival and<br \/>\ndeparture;<br \/>\n\uf0d8 Supervision of the energy sources and vehicle fleet management : maintenance, planning,<br \/>\nmonitoring costs, administrative aspects (insurance, documentation);<\/p>\n<p>Monitor the fuel consumption of vehicles and mechanical equipment (generators), and the use<br \/>\nof spare parts.<br \/>\nMission 4 : Ensure the performance of Information and Communication Technology and<br \/>\nNetwork management<br \/>\n&#8211; The setting up and efficient operation of the means of communication (voice and data) in<br \/>\naccordance with AAH standards;<br \/>\n&#8211; The security of both equipment and its users;<br \/>\n&#8211; Training and support to users;<br \/>\n&#8211; Rationalization of the costs of equipment utilization;<br \/>\n3<br \/>\n&#8211; Assistance to the Head of Logistics Department in the strategic choice of equipment;<br \/>\n\uf0d8 Supervising the installation, maintenance and repair of equipment;<br \/>\n\uf0d8 Maintaining the equipment list;<br \/>\n\uf0d8 Assessing the needs for equipment and ensuring proportional allocation;<br \/>\n\uf0d8 Ensuring that rules for the use of equipment are observed;<br \/>\n\uf0d8 Ensure the installation and maintenance of functional office spaces and guesthouse facilities are<br \/>\nin an adequate living condition and in accordance with AAH minimum standards and brand<br \/>\nidentity. Ensure the application of defined safety and security measures and make inspection<br \/>\nvisits to assess the rehabilitation needs of facilities;<br \/>\n\uf0d8 Ensure that facilities have an appropriate IT and Communication infrastructure and equipment<br \/>\nto sustain AAH software platforms and in line with policies and procedures;<br \/>\n\uf0d8 Ensure the proper operation, use, maintenance and management of communication equipment<br \/>\n(radio, HF, VHF, RBGAN, computers, etc.);<br \/>\n\uf0d8 Pay daily visits to installations, updating regularly the line manager on possible anomalies or<br \/>\nproblems;<br \/>\n\uf0d8 Assess the need for reparation and follow-up the small reparations by following the instructions<br \/>\ngiven by the line manager and updating him regularly on the status;<br \/>\nVerify that the security norms are strictly followed in the premises (presence of extinguisher,<br \/>\nelectronic installations correctly grounded).<br \/>\nMission 5 : Provide accounting services for the base<br \/>\n&#8211; Disseminating information about the accounting procedures of the unit and ensuring that these<br \/>\nprocedures are respected;<br \/>\n&#8211; The correctness of cash stocks and bank accounts;<br \/>\n&#8211; Timely forwarding of accounting information to the capital;<br \/>\n\uf0d8 Monitors the amount of cash in bank, safe and cash box to avoid shortages;<br \/>\n\uf0d8 Check the consistency between digital and physical cash balances;<br \/>\n\uf0d8 Carry out the financial validation of the entire base&rsquo;s request for purchases in accordance with<br \/>\nthe financing plans communicated by the coordination ;<br \/>\n\uf0d8 Verifying physical cash count.<br \/>\nMission 6 : Managing cash<br \/>\n&#8211; Implementing the Cash Management procedures on the base and ensuring they are respected;<br \/>\n&#8211; The availability and safe keeping of the necessary cash;<br \/>\n&#8211; Authorising payment for purchases falling within the monthly forecast of his\/her base.<br \/>\n\uf0d8 Providing the Head of Finance Department with information concerning the circumstances of<br \/>\nthe base which may impact on the process of cash management;<br \/>\n\uf0d8 Collecting and compiling monthly forecast of each department;<br \/>\n\uf0d8 Approving the methods of payment of on-going contracts for the base and ensuring payment by<br \/>\nthe due date;<br \/>\nInforming the Head of Finance Department of any discrepancy between procurement requests<br \/>\nand the monthly forecast.<br \/>\nMission 7 : Provide Human Resources management<br \/>\n&#8211; Implementing and applying the mission&rsquo;s Human Resources policy at base level;<br \/>\n&#8211; Implementing the Human Resources procedures at base level and monitoring their application;<br \/>\n&#8211; Social dialogue at base level in collaboration with the Field manager and the Head of Human<br \/>\nResources Department;<br \/>\n4<br \/>\n\uf0d8 Supervising the management and monitoring of social benefits paid out at the unit (sickness<br \/>\nbenefits etc\u2026);<br \/>\n\uf0d8 Monitoring the hours worked (holidays, overtime\u2026), ensuring that guidelines are respected and<br \/>\nkeeping Managers and the Head of Human Resources Department informed;<br \/>\n\uf0d8 Supervising the recruitment of staff in accordance with procedures laid down at mission level;<br \/>\n\uf0d8 Contributing to the development of the training plan for local employees together with the Head<br \/>\nof Human Resources Department and supervising its implementation;<br \/>\n\uf0d8 Ensuring that the individual assessment interviews for base staff take place according to the<br \/>\nestablished timetable;<br \/>\n\uf0d8 Carrying out disciplinary proceedings and dealing with disputes at the base with the sanction of<br \/>\nthe Head of Human Resources Department;<br \/>\n\uf0d8 Dealing with staff representative : structuring and organising meetings, elections and other<br \/>\nactivities;<br \/>\n\uf0d8 Providing support to Managers in the resolution of Human Resources problems;<br \/>\n\uf0d8 Organize regular meetings with the entire team under his supervision, in order to share all<br \/>\ninformation and problems, finding solutions if necessary.<br \/>\nMission 8 : Manage the Logistics, Finance and HR teams in the base<br \/>\n&#8211; Day-to-day management of his\/her team (guidance, follow-up, motivation);<br \/>\n&#8211; Evaluating the performance and developing the skills of his\/her team members;<br \/>\n\uf0d8 Taking part in the recruitment of his\/her teams;<br \/>\n\uf0d8 Organizing and leading team meetings;<br \/>\n\uf0d8 Working out and monitoring individual action plans for team members;<br \/>\n\uf0d8 Managing planning operations, task sharing and coordination of work;<br \/>\n\uf0d8 Providing for evaluation interviews for team members;<br \/>\n\uf0d8 Providing technical support to the teams;<br \/>\n\uf0d8 Identifying the training needs of team members;<br \/>\n\uf0d8 Devising, organizing and leading training sessions;<br \/>\n\uf0d8 Managing difficulties in the team.<br \/>\nIII. QUALIFICATIONS AND EXPERIENCE:<br \/>\n\uf0a7 Higher diploma (GCE A level + 3\/4 years university) in HR, economics, finance, logistics,<br \/>\nadministration or management sciences ;<br \/>\n\uf0a7 Strong experience in finance, logistics and HR management (at least 4 years) in a similar area or<br \/>\nposition.<br \/>\nIV. REQUIRED SKILLS :<br \/>\n&#8211; Team management;<br \/>\n&#8211; Sense of organization and management of priorities;<br \/>\n&#8211; Good analytical skills;<br \/>\n&#8211; Sense of diplomacy<br \/>\n&#8211; Strong sense of confidentiality;<br \/>\n&#8211; Good interpersonal skills;<br \/>\n&#8211; Good expression skills (oral and written);<br \/>\n&#8211; Mastery of management and IT tools (Word, Excel, PowerPoint);<br \/>\n&#8211; Skills in logistics management and purchasing procedures, negotiating, flexibility,<br \/>\nresourcefulness, ability to work in a multi-disciplinary and multi-cultural environment, pro-active<br \/>\nattitude, open-mindedness.<\/p>\n<p>RECRUITEMENT PROCEDURE<br \/>\nOur recruitment procedure has 3 key steps:<br \/>\n1.
