\nJob Summary:
\nThe Epidemiology and Surveillance Specialist will provide technical support, manage
\nstaff, and monitor epidemiological surveillance strengthening activities of the USAIDfunded STRengthening Infectious disease DEtection Systems (STRIDES) Activity in
\nCameroon. Will provide technical support to the Ministries of Health, Agriculture, and
\nEnvironment and their structural divisions on developing and\/or updating infectious
\ndisease detection and surveillance strategies. Take the lead on planning and
\nimplementing activities to improve the quality and performance of epidemiology and
\nsurveillance services. Provide technical support and guidance around the issues,
\nchallenges, and strategies for improving quality affecting STRIDES. Contribute
\ntechnical inputs to the annual work planning at the country level, lead in developing
\nguidelines and policies for epidemiology and surveillance strengthening activities,
\nparticipate in technical meetings, and provide thought leadership at the country level.
\nThe position will work closely with the STRIDES country and headquarters (HQ) teams
\nby evaluating program effectiveness, oversee technical aspects, and provide technical
\nassessment reports.Accountabilities:
\nTechnical Requirements:
\n\u25cf Provides project staff with overall technical direction and guidance on
\nepidemiological surveillance in line with the project’s expected outcomes.
\n\u25cf Provides strategic leadership and guidance to the epidemiology and public health
\nsurveillance component of the project in coordination with other project technical
\nareas.
\n\u25cf Supports the design and implementation of technical activities to establish or
\nstrengthen event- and indicator-based surveillance and community-based
\nsurveillance for priority pathogens
\n\u25cf Provides technical expertise in preparing training materials, standard operating
\nprocedures, and job aids and delivers training to epidemiologists, disease surveillance
\nofficers, project staff, and partners.
\n\u25cf Monitors and maintains project protocols, instruments, data sets, manuals, training
\nmaterials, and reports related to the technical area of expertise.
\n\u25cf Works closely with national counterparts and teams to provide the technical
\nassistance required to fulfill national objectives and targets, especially those related
\nto epidemiologic surveillance strategies, policies, plans, and procedures for priority
\nemerging infectious diseases and zoonotic diseases.
\n\u25cf Develops technical briefs, reports, or other necessary materials to facilitate assessments best practices, policies, and procedures.
\n\u25cf Conducts analysis of project implementation to identify areas for improvement
\nand propose appropriate technical strategies and guidelines.
\n\u25cf Coordinates closely with the global surveillance team to ensure synergies and
\nexperience sharing within and across global health security countries.
\n\u25cf Provides onsite and on-the-job technical assistance to epidemiologists and others
\nas required and requested as part of overall capacity-building and continuous
\nimprovement schemes.
\n\u25cf Provides technical assistance to develop and implement plans to expand passive
\nsurveillance systems into active surveillance for priority diseases and to serve as
\nan enhanced early warning surveillance system.
\n\u25cf Provides technical assistance to strengthen national expertise to manage health
\nmanagement information system platforms (including laboratory managing
\ninformation systems), analyze data, and produce surveillance reports and other
\nvisualizations aligned with evidence-based best practices, and international
\nstandards.
\n\u25cf Contributes technical support to efforts to improve real-time data reporting,
\ndata quality, data sharing, and the linkage of surveillance and laboratory
\ndata
\n\u25cf Provide technical assistance to strengthen linkage of epidemiology and laboratory
\nsurveillance data, data analysis, and interpretation.
\n\u25cf Works with project management and technical teams to define, develop, implement,
\nmonitor and adjust technical work plans, budgets, presentations, and reports.
\n\u25cf Utilizes evidence-based methods and best practices to implement work plan
\nactivities.
\n\u25cf Assist with implementing components of the technical portions of the project plan
\n\u25cf Participate in client and stakeholder meetings and draft reports and presentations.
\nProject Design Implementation:
\n\u25cf Supports the STRIDES Country Project Director in collaborating with the
\nMinistry of Health, Ministry of Agriculture, and relevant national and regional
\ninstitutions for project design, implementation, monitoring, and evaluation.
\n\u25cf Develops strategies and tools for the design and implementation of
\nepidemiologic and public health surveillance components.
\n\u25cf Monitors project deliverables and reports to the STRIDES Country Project Director.
\n\u25cf Leads technical project activities and sub activities and assists with project
\nimplementation.
\n\u25cf Identifies and raises issues to senior technical staff.
\nClient Support:
\n\u25cf Provides local leadership to the technical portions of project design, based on the
\ndirection set by technical leadership.
\n\u25cf Builds productive working relationships internally and externally by fostering
\npartnerships with national and international organizations, government agencies,
\nacademia, and other relevant entities.
\n\u25cf Collects data for inclusion in proposals, which consists of assisting with
\nproposal research and developing proposal strategies.
\n\u25cf Draft proposals, budgets, and work plans.
\n\u25cf Participate in and represents STRIDES in meetings and forums as required.
\nOperations Management (Finance, HR, etc.):
\n\u25cf Ensures project activities are on track with work plans, with technical expertise
\ninforming project implementation.
\n\u25cf Assists in the development of donor reports and presentations.
\n\u25cf Tracks technical project spend under broad supervision.
\n\u25cf Monitors activities and ensures that activities are in line with activities\u2019 approved
\nbudget.
\n\u25cf Coordinate with suppliers for procurements.
\nProject\/Program Reporting:
\n\u2022 Provides strategic leadership and guidance to the M&E specialist of the project incoordination with other project technical areas:
\na. Assists in reviewing and updating the M&E frameworks to reflect changes in
\nthe project context and best practices with a focus on surveillance, and
\nb. Oversees and ensures timely submission of accurate reports to funder, and
\nother stakeholders summarizing project progress, achievements, and
\nlessons learned.
\n\u25cf Prepares reports and papers summarizing project results and analyzing data
\nsets and technical assessment findings.
\n\u25cf Creates technical content (e.g., summary reports, presentations,
\nmanuscripts) related to project activities, results, and outcomes
\nQuality Assurance:
\n\u25cf Develops in-depth knowledge of quality standards through formalized system
\nthat documents processes, procedures, and responsibilities for achieving
\nquality policies and objectives.
\n\u25cf Coordinates and direct activities to meet client\/funder and regulatory requirements.
\nApplied Knowledge & Skills:
\n\u25cf In-depth knowledge of public health surveillance concepts, practices, and
\nprocedures in Cameroon,
\n\u25cf Extensive experience in strengthening disease surveillance systems at the
\nnational and subnational levels.

\n\u25cf Broader knowledge of quality standards

\nEducation:
\n\u25cf Master\u2019s Degree or its international equivalent in epidemiology, public health, or
\nhealth-related fields related to the functions of the position.
\nExperience:
\n\u25cf Requires 6+ years of relevant experience working in epidemiology and public
\nhealth programs related to the control of infectious diseases, health analysis,
\nand statistics.
\n\u25cf Prior work experience in a non-governmental organization (NGO), government
\nagency, or private organization.
\n\u25cf International or Domestic (US) Program Development or Program management
\nexperience preferred.
\n\u25cf Proficiency in data quality assurance, data analysis, and interpretation.
\n\u25cf Relevant training in epidemiology and surveillance, either through formal
\neducation or participation in training programs, such as the Field Epidemiology
\nTraining Programs (e.g., advanced, intermediate, or frontline courses), is
\ndesirable.
\n\u25cf Knowledge and experience implementing Cross sectoral Health approaches,
\nincluding experience in zoonotic disease management, health systems
\nstrengthening, and cross-sectoral collaboration, are preferred.
\n\u25cf Demonstrated knowledge and experience in implementing infectious disease
\nsurveillance methodology, including analysis of epidemiologic investigation data
\nutilizing new methodologies or existing techniques.
\n\u25cf Ability to analyze current public health surveillance systems and to develop and
\nplan innovative and appropriate solutions for their improvement.
\n\u25cf Demonstrated creative problem-solving skills.
\n\u25cf Demonstrated experience in training and mentoring staff and others.
\n\u25cf Demonstrated experience working with government officials, particularly the
\nMinistry of Health, Ministry of Agriculture,
\n\u25cf , is highly desirable to support strategy development, implementation plans, and
\ndecision-making.
\n\u25cf Prior work experience with USAID-funded projects and familiarity with USAID
\nregulations and reporting requirements is preferred.
\n\u25cf Fluency in the French language is required.
\n\u25cf Proficiency in the English language is preferred.
