FHI 360 serves more than 70 countries and all U.S. states and territories.<br \/>\nJob Summary:<br \/>\nThe Epidemiology and Surveillance Specialist will provide technical support, manage<br \/>\nstaff, and monitor epidemiological surveillance strengthening activities of the USAIDfunded STRengthening Infectious disease DEtection Systems (STRIDES) Activity in<br \/>\nCameroon. Will provide technical support to the Ministries of Health, Agriculture, and<br \/>\nEnvironment and their structural divisions on developing and\/or updating infectious<br \/>\ndisease detection and surveillance strategies. Take the lead on planning and<br \/>\nimplementing activities to improve the quality and performance of epidemiology and<br \/>\nsurveillance services. Provide technical support and guidance around the issues,<br \/>\nchallenges, and strategies for improving quality affecting STRIDES. Contribute<br \/>\ntechnical inputs to the annual work planning at the country level, lead in developing<br \/>\nguidelines and policies for epidemiology and surveillance strengthening activities,<br \/>\nparticipate in technical meetings, and provide thought leadership at the country level.<br \/>\nThe position will work closely with the STRIDES country and headquarters (HQ) teams<br \/>\nby evaluating program effectiveness, oversee technical aspects, and provide technical<br \/>\nassessment reports.Accountabilities:<br \/>\nTechnical Requirements:<br \/>\n\u25cf Provides project staff with overall technical direction and guidance on<br \/>\nepidemiological surveillance in line with the project&rsquo;s expected outcomes.<br \/>\n\u25cf Provides strategic leadership and guidance to the epidemiology and public health<br \/>\nsurveillance component of the project in coordination with other project technical<br \/>\nareas.<br \/>\n\u25cf Supports the design and implementation of technical activities to establish or<br \/>\nstrengthen event- and indicator-based surveillance and community-based<br \/>\nsurveillance for priority pathogens<br \/>\n\u25cf Provides technical expertise in preparing training materials, standard operating<br \/>\nprocedures, and job aids and delivers training to epidemiologists, disease surveillance<br \/>\nofficers, project staff, and partners.<br \/>\n\u25cf Monitors and maintains project protocols, instruments, data sets, manuals, training<br \/>\nmaterials, and reports related to the technical area of expertise.<br \/>\n\u25cf Works closely with national counterparts and teams to provide the technical<br \/>\nassistance required to fulfill national objectives and targets, especially those related<br \/>\nto epidemiologic surveillance strategies, policies, plans, and procedures for priority<br \/>\nemerging infectious diseases and zoonotic diseases.<br \/>\n\u25cf Develops technical briefs, reports, or other necessary materials to facilitate assessments best practices, policies, and procedures.<br \/>\n\u25cf Conducts analysis of project implementation to identify areas for improvement<br \/>\nand propose appropriate technical strategies and guidelines.<br \/>\n\u25cf Coordinates closely with the global surveillance team to ensure synergies and<br \/>\nexperience sharing within and across global health security countries.<br \/>\n\u25cf Provides onsite and on-the-job technical assistance to epidemiologists and others<br \/>\nas required and requested as part of overall capacity-building and continuous<br \/>\nimprovement schemes.<br \/>\n\u25cf Provides technical assistance to develop and implement plans to expand passive<br \/>\nsurveillance systems into active surveillance for priority diseases and to serve as<br \/>\nan enhanced early warning surveillance system.<br \/>\n\u25cf Provides technical assistance to strengthen national expertise to manage health<br \/>\nmanagement information system platforms (including laboratory managing<br \/>\ninformation systems), analyze data, and produce surveillance reports and other<br \/>\nvisualizations aligned with evidence-based best practices, and international<br \/>\nstandards.<br \/>\n\u25cf Contributes technical support to efforts to improve real-time data reporting,<br \/>\ndata quality, data sharing, and the linkage of surveillance and laboratory<br \/>\ndata<br \/>\n\u25cf Provide technical assistance to strengthen linkage of epidemiology and laboratory<br \/>\nsurveillance data, data analysis, and interpretation.<br \/>\n\u25cf Works with project management and technical teams to define, develop, implement,<br \/>\nmonitor and adjust technical work plans, budgets, presentations, and reports.<br \/>\n\u25cf Utilizes evidence-based methods and best practices to implement work plan<br \/>\nactivities.<br \/>\n\u25cf Assist with implementing components of the technical portions of the project plan<br \/>\n\u25cf Participate in client and stakeholder meetings and draft reports and presentations.<br \/>\nProject Design Implementation:<br \/>\n\u25cf Supports the STRIDES Country Project Director in collaborating with the<br \/>\nMinistry of Health, Ministry of Agriculture, and relevant national and regional<br \/>\ninstitutions for project design, implementation, monitoring, and evaluation.<br \/>\n\u25cf Develops strategies and tools for the design and implementation of<br \/>\nepidemiologic and public health surveillance components.<br \/>\n\u25cf Monitors project deliverables and reports to the STRIDES Country Project Director.<br \/>\n\u25cf Leads technical project activities and sub activities and assists with project<br \/>\nimplementation.<br \/>\n\u25cf Identifies and raises issues to senior technical staff.<br \/>\nClient Support:<br \/>\n\u25cf Provides local leadership to the technical portions of project design, based on the<br \/>\ndirection set by technical leadership.<br \/>\n\u25cf Builds productive working relationships internally and externally by fostering<br \/>\npartnerships with national and international organizations, government agencies,<br \/>\nacademia, and other relevant entities.<br \/>\n\u25cf Collects data for inclusion in proposals, which consists of assisting with<br \/>\nproposal research and developing proposal strategies.<br \/>\n\u25cf Draft proposals, budgets, and work plans.<br \/>\n\u25cf Participate in and represents STRIDES in meetings and forums as required.<br \/>\nOperations Management (Finance, HR, etc.):<br \/>\n\u25cf Ensures project activities are on track with work plans, with technical expertise<br \/>\ninforming project implementation.<br \/>\n\u25cf Assists in the development of donor reports and presentations.<br \/>\n\u25cf Tracks technical project spend under broad supervision.<br \/>\n\u25cf Monitors activities and ensures that activities are in line with activities\u2019 approved<br \/>\nbudget.<br \/>\n\u25cf Coordinate with suppliers for procurements.<br \/>\nProject\/Program Reporting:<br \/>\n\u2022 Provides strategic leadership and guidance to the M&amp;E specialist of the project incoordination with other project technical areas:<br \/>\na. Assists in reviewing and updating the M&amp;E frameworks to reflect changes in<br \/>\nthe project context and best practices with a focus on surveillance, and<br \/>\nb. Oversees and ensures timely submission of accurate reports to funder, and<br \/>\nother stakeholders summarizing project progress, achievements, and<br \/>\nlessons learned.<br \/>\n\u25cf Prepares reports and papers summarizing project results and analyzing data<br \/>\nsets and technical assessment findings.<br \/>\n\u25cf Creates technical content (e.g., summary reports, presentations,<br \/>\nmanuscripts) related to project activities, results, and outcomes<br \/>\nQuality Assurance:<br \/>\n\u25cf Develops in-depth knowledge of quality standards through formalized system<br \/>\nthat Reports to STRIDES Country Project Director.<br \/>\nEducation:<br \/>\n\u25cf Master\u2019s Degree or its international equivalent in epidemiology, public health, or<br \/>\nhealth-related fields related to the functions of the position.<br \/>\nExperience:<br \/>\n\u25cf Requires 6+ years of relevant experience working in epidemiology and public<br \/>\nhealth programs related to the control of infectious diseases, health analysis,<br \/>\nand statistics.<br \/>\n\u25cf Prior work experience in a non-governmental organization (NGO), government<br \/>\nagency, or private organization.<br \/>\n\u25cf International or Domestic (US) Program Development or Program management<br \/>\nexperience preferred.<br \/>\n\u25cf Proficiency in data quality assurance, data analysis, and interpretation.<br \/>\n\u25cf Relevant training in epidemiology and surveillance, either through formal<br \/>\neducation or participation in training programs, such as the Field Epidemiology<br \/>\nTraining Programs (e.g., advanced, intermediate, or frontline courses), is<br \/>\ndesirable.<br \/>\n\u25cf Knowledge and experience implementing Cross sectoral Health approaches,<br \/>\nincluding experience in zoonotic disease management, health systems<br \/>\nstrengthening, and cross-sectoral collaboration, are preferred.<br \/>\n\u25cf Demonstrated knowledge and experience in implementing infectious disease<br \/>\nsurveillance methodology, including analysis of epidemiologic investigation data<br \/>\nutilizing new methodologies or existing techniques.<br \/>\n\u25cf Ability to analyze current public health surveillance systems and to develop and<br \/>\nplan innovative and appropriate solutions for their improvement.<br \/>\n\u25cf Demonstrated creative problem-solving skills.<br \/>\n\u25cf Demonstrated experience in training and mentoring staff and others.<br \/>\n\u25cf Demonstrated experience working with government officials, particularly the<br \/>\nMinistry of Health, Ministry of Agriculture,<br \/>\n\u25cf , is highly desirable to support strategy development, implementation plans, and<br \/>\ndecision-making.<br \/>\n\u25cf Prior work experience with USAID-funded projects and familiarity with USAID<br \/>\nregulations and reporting requirements is preferred.<br \/>\n\u25cf Fluency in the French language is required.<br \/>\n\u25cf
