Job Summary:
\nThe Laboratory and Diagnostics Specialist will provide technical leadership and guidance to
\nsupport the staff and projects for the USAID-funded STRengthening Infectious disease
\nDEtection Systems (STRIDES Activity for the laboratory and diagnostic components in
\nCameroon. Lead and manage the development, implementation, and monitoring of strategic
\nand technical initiatives to strengthen laboratory systems and diagnostic capacities. Provide
\ntechnical guidance around the issues, challenges, and strategies for building laboratory
\ncapacity in Cameroon and improving access to quality diagnostic testing related to project
\nactivities. Work closely with country-level teams, including the project management team,
\nproject technical providers, and key stakeholders, to ensure the provision of technical
\nassistance to achieve effective, high-quality, and reliable laboratory services. Lead the
\ndevelopment of guidelines and policies for laboratory diagnostic network strengthening
\nactivities, provide technical thought leadership at the regional and country levels, and contribute
\nto the development of project statements of work, work plan development, monitoring and
\nevaluation systems, technical reporting, and other administrative elements of the project.Accountabilities:
\nTechnical Requirements:
\n\u25cf Provides overall technical leadership and strategic guidance to project staff for the
\nlaboratory and diagnostic services component of the project, including coordination
\nwith other GHS technical areas (e.g., surveillance, data, etc.) to ensure synergy.
\n\u25cf Monitors and maintains project protocols, instruments, data sets, manuals, training
\nmaterials, and reports related to the technical area of expertise.
\n\u25cf Works in close collaboration with national, regional, and local counterparts to
\nprovide technical assistance required to fulfill project objectives and targets,
\nprimarily related to strengthening laboratory systems and diagnostic services.
\n\u25cf Leads or contributes to the development and writing of technical briefs, reports, or
\nother necessary materials to facilitate assessments, best practices, policies, and
\nprocedures.
\n\u25cf Provides subject matter expertise to guide the implementation of laboratory and
\ndiagnostic network strengthening activities (e.g., specimen referral, quality
\nassurance, laboratory information management system, training, etc.) across
\nrelevant GHS technical areas, including antimicrobial resistance, zoonotic
\ndiseases, biosafety\/biosecurity, diagnostic networks, and surveillance.
\n\u25cf Provides technical support in the scale-up and optimization of new diagnostic tools.
\n\u25cf Provides mentorship to support capacity building for project team members and
\nsubcontractors.
\n\u25cf Leads or assists with diagnostic network and laboratory capacity assessments,
\nincluding the reporting of findings and recommendations.
\n\u25cf Contributes to research initiatives to improve laboratory practices and diagnostic
\noutcomes.
\n\u25cf Participate in client and stakeholder meetings and draft
\nreports \/ presentations.
\nProject Design Implementation:
\n\u25cf Promotes adopting and integrating new diagnostic technologies, tools, and
\nmethodologies based on the country’s needs and priorities for project
\nimplementation.
\n\u25cf Works closely with the country team, project management, subcontractors, and
\nstakeholders to align laboratory and diagnostic activities with overall project goals.
\n\u25cf Develops and monitors implementation of technical components of project work
\nplans, along with associated budgets and resources, with a focus on project
\nactivities and sub-activities related to laboratory and diagnostic-related
\ncomponents.
\n\u25cf Conducts analysis of project implementation to identify areas for improvement and
\nproposes appropriate technical strategies to manage risks, overcome barriers, and
\nadvance project objectives.
\n\u25cf Monitors project activities, results, and deliverables and identifies and raises issues
\nto management.
\nClient Support:
\n\u25cf Builds productive working relationships internally and externally by fostering
\ncollaboration with national and international organizations, government agencies,
\nacademia, and other relevant entities.
\n\u25cf Assists with the preparation and drafting of work plans, presentations, and reports
\nfor the USAID and other key stakeholders.
\n\u25cf Participate and represent the project in meetings and forums as required.
\nOperations Management (Finance, HR, etc.):
\n\u25cf Ensures project activities are on track with work plans, with technical expertise
\ninforming project implementation.
\n\u25cf Oversees project timelines and budgets. This includes monitoring of project
\nactivities to ensure they are on track with approved work plans, the spending on
\ntechnical scope under broad supervision, and the collection of data for financial
\nand technical reporting.
\n\u25cf Monitors project activities, results, and deliverables and regularly reports to
\nmanagement.
\n\u25cf Manages procurement as needed, coordinating with USAID and suppliers.
\nProject\/Program Reporting:
\n\u25cf Prepares reports and papers summarizing project results and analyzing data
\nsets, including technical assessment findings.
\n\u25cf Establishes and maintains SOW and budget tracking systems
\n\u25cf Creates technical content (e.g., reports, presentations,
\nmanuscripts) related to project activities, results, and
\noutcomes.
\nQuality Assurance:
\n\u25cf Develops in-depth knowledge of quality standards through formalized system
\nthat documents processes, procedures, and responsibilities for achieving
\nquality policies and objectives.
\n\u25cf Coordinates and direct activities to meet client\/funder and regulatory requirements.Applied Knowledge & Skills:
\n\u25cf In-depth knowledge of laboratory and diagnostic-related concepts, practices, and
\nprocedures.
\n\u25cf Experience developing scopes of work and deliverables for subcontractors,

\nEducation: ** **
\n\u25cf Master\u2019s Degree in microbiology or its international equivalent in biological
\nsciences within a clinical or diagnostic discipline or specialty.
\n\u25cf Project Management (PM) Certification preferred.
\nExperience: ** **
\n\u25cf Typically requires 6+ years of relevant experience working with infectious
\ndisease diagnostics and\/or in laboratory systems strengthening.
\n\u25cf Prior work experience with USAID-funded projects and familiarity with USAID
\nregulations and reporting requirements is preferred.
\n\u25cf Extensive knowledge of laboratory practices, diagnostic techniques, quality
\nassurance systems, and laboratory information management systems in
\nhuman, veterinary, and\/or environmental health sectors.
\n\u25cf Knowledge and understanding of infectious diseases, their transmission, and
\nthe application of methods and procedures to safely control infectious materials.
\n\u25cf Demonstrated ability to design, implement, and manage laboratory
\nstrengthening initiatives.
\n\u25cf Demonstrated experience in capacity-building activities such as training and
\nmentoring laboratory personnel.
\n\u25cf Proven experience working with government agencies is highly desirable to
\nsupport strategy development, implementation plans, and decision-making.
\n\u25cf Strong organizational, analytical, and problem-solving skills.
\n\u25cf Fluency in French language is required
\n\u25cf Proficiency in English language is preferred
