For the purpose of this vacancy, internal candidates are considered first-tier candidates.<\/p>\n<p>Organizational Context and Scope<\/p>\n<p>Under the overall supervision of the Chief of Mission, the Resource Management Officer(RMO) in Cameroon and, the direct supervision of the Finance Officer (FO); and, in collaboration with relevant units at the Country Office, the successful candidate will be responsible and accountable for carrying out the following duties and responsibilities in relation to the IOM Finance Unit in Cameroon.<\/p>\n<p>Responsibilities<br \/>\nResponsibilitiesand Accountabilities<\/p>\n<p>Provide procedural guidance to managers and staff; supervise, guide and train other finance support staff;<br \/>\nManage financial resources through monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations;<br \/>\nProvide specialized advice and support to Project Managers and\/or Chief of Missions\/Head of Office\/Head of Sub-office on financial and administrative matters;<br \/>\nProvide specialized support preparing annual budget submission and revisions including estimating the cost of staff as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses;<br \/>\nAssist in monitoring compliance with financial policies, procedures, rules and regulations;<br \/>\nConsolidate data into financial statements and assist in monitoring expenditures to ensure they remain within authorized levels;<br \/>\nProvide regular and ad hoc financial information to support informed financial decision making;<br \/>\nAssist monitoring that bank reconciliations for IOM accounts are regularly performed and reviewed by designated stakeholders;<br \/>\nManage and prepare the payroll by executing validity checks on monthly payroll results;<br \/>\nEnsure that disbursements are made based on proper authorizations and supported by legitimate and sufficient documentation;<br \/>\nProvide assistance responding to audit queries and follow up on audit recommendations;<br \/>\nReview the status and monitor the proper maintenance of Vendor Accounts in accounting system;<br \/>\nVerify vendor claims for accuracy and conformance with IOM finance policies and instructions;<br \/>\nAssist in the preparation of budget, accounting, financial, statistical reports and other reports as required; and,<br \/>\nPerform other related duties as required.<br \/>\nQualifications<br \/>\nRequiredQualificationsand Experience EDUCATION<\/p>\n<p>High School diploma with six years of relevant experience; or,<br \/>\nBachelor\u2019s degree in Business Administration, Accounting, Finances, or related field with four years of relevant professional experience.<br \/>\nProficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;<br \/>\nEXPERIENCE<\/p>\n<p>Prior work experience with international humanitarian organizations, non-government or government institutions\/organization in a multi-cultural setting is an advantage.<br \/>\nIn depth knowledge of the broad range of migration related subject areas dealt with by the Organization;<br \/>\nIOM\u2019s Financial Management Rules and Procedures (FMRP) and;<br \/>\nKnowledge of UN and bilateral donor programming and reporting.<br \/>\nSKILLS<\/p>\n<p>Attention to detail, ability to organize paperwork in a methodical way;<br \/>\nDiscreet, details and clients-oriented, patient and willingness to learn new things; and,<br \/>\nLanguages REQUIRED<\/p>\n<p>For allapplicants, fluency in Englishand French isrequired (oral and written).<\/p>\n<p>IOM\u2019s official languages are English, French and Spanish.<br \/>\nProficiency of language(s) required will be specifically evaluated during the selection process, which may include written and\/or oral assessments.<\/p>\n<p>Required Competencies<\/p>\n<p>IOM\u2019s competency framework can be found at this link.
