To achieve this, Shwari Health Cameroon uses proven community strategies to identify HIV infected children and adolescents, refer them to health facilities for initiation on treatment, support and accompany them through treatment to ensure they remain in care and achieve viral suppression. Our mission is to be one of the most sought-after implementations science associations in Cameroon that uses evidence-based strategies to effectively cover the \u2018Know-Do\u2019 gaps in the provision of health services. We aim to achieve this through the application of modern evidence generation and synthesis methods to understand operational contexts so as to devise strategies that could make the implementation efforts more effective and efficient. SHWARI Health Association, in partnership with Georgetown University&rsquo;s Center for Global Health Practice and Impact (CGHPI), the Government of the Republic of Cameroon&rsquo;s Regional Technical Groups (RTGs), will be implementing a project titled SAFECARE-Cameroon, which is a 5-year CDC\/PEPFAR-Funded project. SAFECARE-Cameroon\u2019s goal is to develop, implement, and sustain comprehensive facility and community-based HIV services for children, adolescents, and adults in Cameroon in PEPFAR supported regions of the country and support the country to fast track its progress to achieve HIV epidemic control. As a result, SHWARI Health Association Cameroon (SHAC) is recruiting for the following program implementation positions. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaound\u00e9.<\/p>\n<p>SHAC Office Positions<\/p>\n<p>Position:        Senior Finance Officer, SAFECARE Project -Cameroon<br \/>\nReports to:        Finance &amp; Operations Lead<br \/>\nLocation of work:    Yaound\u00e9, Cameroon<br \/>\nNumber of positions:        01<br \/>\nPosition Overview:    The Senior Finance Officer is responsible for giving accurate and timely financial support to the Finance Operations Lead. The Senior Finance Officer will assist and collaborate with the lead on financial matters and ensure accuracy of all financial reporting.<br \/>\nPrimary Function:<br \/>\nThe Senior Finance Officer will generally be responsible for compliance oversight of the awards. S\/He will ensure compliance to regulation, ensure internal control, prepare, review and analyze all the financial reports and recommendations to the Finance &amp; Operations Lead. To monitor and ensure that all internal controls over the organization\u2019s assets are well implemented and mitigated against all inherent and acquired financial risks ranging from cash, bank, staff and vendor.<\/p>\n<p>Essential Functions<br \/>\n\u2022    Provide oversight function on cash management in the financial accounting unit (cash security, physical cash count, spot check on cash custodian, check book safety);<br \/>\n\u2022    Prepare all relevant voucher and payment documents and ensure appropriate signature are in place before incurring expense;<br \/>\n\u2022    Ensure daily posting of transaction into accounting software; Liaise with Finance &amp; Operations Lead and Country Program Director to review all project advance requests and liquidations in line with the grant agreement;<br \/>\n\u2022    Ensure financial procedures are correctly followed in incurring expenses in line with organization approval processes;<br \/>\n\u2022    Ensure that all expenses charged to the grants complies with the rule and regulation of this grant as contained in 45CFR74, 2CFR230, 2CFR213 and the grant agreement;<br \/>\n\u2022    Ensure correct, accurate and timely preparation of financial report for submission to donor;<br \/>\n\u2022    Act as contact person with bankers for routine and operational matters;<br \/>\n\u2022    Promptly communicate all strategic issues arising from financial relationship with our bankers to the Finance &amp; Operations Lead and Country Program Director;<br \/>\n\u2022    Prepare bank and petty cash reconciliation statements on monthly basis;<br \/>\n\u2022    To ensure appropriate and accurate filling (physical and electronical) of all the financial documents and vouchers generated within finance department;<br \/>\n\u2022    Take a lead in supporting the team in budget preparation and ensure mathematical accuracy;<br \/>\n\u2022    Ensure that all statutory deductions are promptly remitted to the relevant statutory authorities on a monthly basis;<br \/>\n\u2022    Assist in training on financial matters to the organization staff when necessary;<br \/>\n\u2022    Lead the preparation of month end financial reports and end of the year financial Report;<br \/>\n\u2022    Crosschecking the appropriateness and completion of the petty cash vouchers with adequate approval when received from the petty cashier\/or its custodian;<br \/>\n\u2022    Accomplish other tasks as requested by the Finance &amp; Operations Lead, Country Program Director, and various SMT<br \/>\n\u2022    Supervise the Finance Assistants, Finance Officer and Administration Officer.<br \/>\n\u2022    Oversee the processing of travel and activities advances to staff and ensuring advance reconciliation in a timely manner and processing expense reports;<br \/>\n\u2022    Preparing monthly payroll journal using staff LOE and posting the approved journal into the accounting system<br \/>\n\u2022    Assist in preparing monthly management reports as required, including expenditures by budget cost center, financial forecast and other financial information, in a timely and accurate manner.<br \/>\n\u2022    Plan and monitor country office cash flow requirements to ensure the smooth implementation of programmed activities;<br \/>\n\u2022    Assist in the internal review, independent audit (or any) reports of sub-grantees in order to identify risks and implement interventions to reduce overall liability to the organization;<br \/>\n\u2022    Provided backup support for the Finance &amp;
