FHI 360 serves more than 70 countries and all U.S. states and territories.<br \/>\nPurpose of Consultancy:<br \/>\nThe STRengthening Infectious disease DEtection Systems (STRIDES) Activity is seeking a consultant to support workplan startup, implementation, and stakeholder management for a global health security (GHS) activity in Cameroon. The STRIDES Technical Advisor ensures the quality and timely implementation of STRIDES activities in Cameroon with a specific focus on strengthening capacity across laboratory and surveillance systems to prevent,<br \/>\ndetect, and rapidly and effectively respond to emerging infectious diseases and other public health threats, and support health emergency management during outbreaks. She\/He will play a technical and strategic role across STRIDES activities, capturing and incorporating inputs from the Government of Cameroon, USAID and other USG representatives in Cameroon, and feedback from STRIDES HQ and FHI 360\u2019s in-country Cameroon teams across work plan implementation and budget\/spending. STRIDES Technical Advisor serves as the Activity\u2019s primary liaison with USAID and other USG entities in Cameroon; key stakeholders including government officials, multilateral organizations, and donors; and other global health security implementing partners in addition to overseeing STRIDES subcontractors operating in country, as applicable. Working across the human and animal health sectors, STRIDES Technical Advisor will support the development and implementation of work plans, monitoring and evaluation activities, technical and financial reporting, and other administrative elements of the Activity.<br \/>\nScope of Work:<br \/>\n\u2022 Provide technical and programmatic leadership to the implementation of STRIDES<br \/>\nactivities in consultation with the country director and HQ backstops<br \/>\n\u2022 Lead the development of key deliverables, including activity reports, concept notes<br \/>\nand other relevant documents as advised by the supervisor.<br \/>\n\u2022 Review relevant technical deliverables for quality and relevance before they are sent<br \/>\nto FHI HQ and USG.<br \/>\n\u2022 Ensure engagement with relevant key stakeholders in consultation with the country<br \/>\ndirector and supervisor.<br \/>\n\u2022 Share new knowledge\/evidence and best practices with the team, partners and host<br \/>\ncountry counterparts.<br \/>\n\u2022 Provide programmatic coordination to the design and implementation of activities<br \/>\nincluding inputs for budget development and monitoring.<br \/>\n\u2022 Coordinate logistic needs for project activities such as meetings and workshops in<br \/>\nconsultation with the country director and country staff.<br \/>\n\u2022 Lead development of presentations, updates, reports and other communications<br \/>\nduring the consultancy on topics s\/he is working on.<br \/>\n\u2022 Seek and provide guidance and completes additional tasks to ensure that project<br \/>\nimplementation adheres to evolving USG guidelines and local rules and regulations.<br \/>\nKey Activity Description Deliverables<br \/>\nWorkplan Start Up and<br \/>\nImplementation Support<br \/>\nSupport the start-up of the STRIDES Cameroon workplan, tracking deliverables and activities<br \/>\n\u2022 Review workplan for implementation planning<br \/>\n\u2022 Monthly progress report on implementation<br \/>\n\u2022 Contributions to technical workplan Team Structure Development<br \/>\nAdvise and recommend team structure and implementation approaches for efficient implementation<br \/>\n\u2022 Draft team structure for review and approval<br \/>\n\u2022 Final team structure<br \/>\n\u2022 Draft scope of work for positions for review and approvals<br \/>\n\u2022 Final scope of work per feedback<br \/>\nLocal Stakeholder<br \/>\nEngagement and Management<br \/>\nBuild on FHI 360\u2019s existing relationships with in-country stakeholders, introduce STRIDES and<br \/>\nidentify areas of collaboration during implementation<br \/>\n\u2022 Meetings with stakeholders and associated meeting minutes<br \/>\n\u2022 Stakeholder engagement plan<br \/>\nLiaison and Representation Alongside FHI 360\u2019s Country<br \/>\nRepresentative for Cameroon, serve as STRIDES representative in<br \/>\n\u2022 Participation in meetings communications with USAID, partners, and national stakeholders Input\/contributions to Deliverables Support the development and review of high-quality technical reports and deliverables<br \/>\n\u2022 Drafted and reviewed deliverable and knowledge products Working Days: Estimated level of effort (LOE): 20 days\/month for 4 months.<br \/>\nExperience:<br \/>\n\u2022 Prefer 10 years of relevant public health and project management experience, preferably in GHS.<br \/>\n\u2022 Proficient with applicable USAID or other donor rules, regulations, and policies.<br \/>\n\u2022 Established relationships with local governments and stakeholders.<br \/>\n\u2022 Knowledge and experience working on the management and implementation of human and\/or animal health projects and interventions for infectious diseases or on other public health interventions.<br \/>\n\u2022 Demonstrated experience in managing complex, multidisciplinary projects and\/or activities.<br \/>\n\u2022 Proficiency and\/or fluency in English and French (read, write, speak, and able to produce reports\/presentations) is required.<br \/>\n\u2022 Experience operating in insecure environments.<br \/>\n\u2022 Experience working in a Government of Cameroon Human, Animal or Environmental<br \/>\nHealth Ministry\/Agency is desirable.<br \/>\nTravel Requirements:<br \/>\n\u2022 Local travel 10-25%<br \/>\nRequired documentation:<br \/>\n&#8211; Resume<br \/>\n&#8211; Cover letter<br \/>\n&#8211; Other documentation (such as Biodata Form) upon request<br \/>\nSubmission Deadline<br \/>\n&#8211; Interested candidates are required to submit their offers by email to the following<br \/>\naddress: Cameroon.Procurement@fhi360.org no later than 09th May, 2025.<br \/>\n&#8211; All clarification questions can be sent to the<br \/>\naddress Cameroon.Procurement@fhi360.org.
