We share data-driven insights and scalable tools that<br>expand access and equity so communities can effectively address complex challenges,<br>respond to shocks and achieve thriving futures.<br>FHI 360 is currently recruiting for the position of Finance &amp; Operations Officer for the<br>USAID-funded Community Resilience Support Program in Cameroon (PARC-Cameroon).<br>PARC-Cameroon supports the institutional capacity strengthening of local civil society<br>organizations in Cameroon to better represent and serve their communities and help<br>achieve their development goals.<br><strong>JOB SUMMARY<\/strong><br>The Finance &amp; Operations Officer position will be based in Maroua, Far North region and<br>will report to the Director of Administration and Finance. S\/he will provide support and<br>assistance to the technical team on project finance and operations, will coordinate with the<br>FHI 360 Country Office and HQ to provide financial and operational support including<br>procurement. S\/he will be responsible for operational and finance duties associated with travel and activity planning including logistics and procurement arrangements as well as<br>facilitating financial document management of the project.<br><strong>DUTIES AND RESPONSIBILITIES<\/strong><br><strong>Operational duties:<\/strong><br>\u2022 Assist with the planning, logistics, and management of meeting, workshops, and<br>trainings.<br>\u2022 Responsible for coordinating travel authorization (TA) and travel expenses report<br>(TER) of staff and coordinate with finance staff to ensure timely submission of the<br>TAs and TERs. Make staff travel arrangements e.g. hotel booking, ticketing, travel<br>insurance, etc.<br>\u2022 Serve as point of contact for all logistical and finance needs for the project<br>\u2022 Develop, maintain, and update an accurate inventory list of project property.<br>\u2022 Manage the procurement process and inventory of office supplies, computer <\/p>\n\n\n\n<p>peripherals, software, furniture, publications, subscriptions, and equipment in<br>accordance with FHI 360 and USAID regulations. Work with Regional office and US<br>office to request appropriate approvals for all procurements.<br>\u2022 Conduct annual inventory review and prepare annual inventory report for<br>submission to the Director of Administration and Finance.<br>\u2022 Support project closing process as needed.<br>Financial Duties<br>\u2022 Set up, maintain, and update the filing system to include financial reports submitted<br>to the FHI 360 office and headquarters (WAMERO and US based)<br>\u2022 Maintain and record Cameroon\u2019s PARC-Cameroon project expenditures, including<br>verification of invoices and supporting documents prior to making payment and<br>filing<br>\u2022 Prepare the monthly financial reports for submission to the finance team and ensure<br>proper receipts and backup documentation are in place<br>\u2022 Review project financials report for month end closings, including but not limited to,<br>bank and petty cash accounts reconciliations, travel reconciliations, and travel<br>advance<br>\u2022 Maintain financial filing system in accordance with FHI 360 policies<br>\u2022 Ensure that all borrowed equipment has been recorded as checked out and returned<br>after use by staff and\/or consultants<br>\u2022 Work with Country PARC-Cameroon team to support development of program<br>budget according to the country\u2019s requirement.<br>\u2022 Work with country team to update the budget forecast based on previous month<br>actuals and any updated WP.<br>\u2022 Work with Finance and in-country finance to adjust expenses if needed.<br>\u2022 Run monthly expense and review against budget.<br>\u2022 Ensure subawards finance reports (SFR) are accurate and completed<br>\u2022 Ensure subawards accounts are maintained and updated timely<\/p>\n\n\n\n<p>\u2022 Update reforecast on the Forecast workbook on SharePoint<br>\u2022 Recommend appropriate purchasing approaches and strategies to reduce cost<br>where applicable.<br>\u2022 Perform other duties as assigned<br>QUALIFICATIONS<br>Requirements:<br>\u2022 Bachelor\u2019s degree or its international equivalent in Finance, Accounting or other<br>relevant qualification.<br>\u2022 Minimum of 8 years of experience in a similar business field<br>\u2022 Detail-oriented<br>\u2022 Strong organizational skills<br>\u2022 Basic computer skills, with ability to use Microsoft, and other applications such as<br>SharePoint<br>\u2022 Strong written and verbal communication skills including in English and French<br>\u2022 Must have experience with U.S. government rules and regulations and experience<br>working in an international NGO environment.<br>\u2022 Ability to manage and complete numerous tasks with a high degree of organization<br>and limited resources.<br>\u2022 Experience of proactively identifying risk, addressing issues and appropriately<br>communicating these to the project staff and country office as needed.<br>\u2022 Able to work independently and on a team.<br>\u2022 Ability to meet deadlines with strong attention to consistency, detail, and quality.<br>\u2022 Ability to travel within country if needed.<br>\u2022 Authorization to work in Cameroon.<br>This job description summarizes the main duties of the job.
