{"id":47725,"date":"2024-05-15T12:35:13","date_gmt":"2024-05-15T10:35:13","guid":{"rendered":"https:\/\/louma-jobs.com\/cameroun\/?post_type=emplois&#038;p=47725"},"modified":"2024-05-15T12:35:17","modified_gmt":"2024-05-15T10:35:17","slug":"01-meal-manager","status":"publish","type":"emplois","link":"https:\/\/louma-jobs.com\/cameroun\/recrutements-emplois-stages\/2024\/01-meal-manager\/","title":{"rendered":"01 MEAL MANAGER"},"content":{"rendered":"\n<p>Job Title: MEAL Manager (Monitoring, Evaluation, Accountability, Learning Manager)<br>Reports to: Head of Mission<br>Duty station Yaound\u00e9<br>Type of contract Fixed Term<br>Availability: June 2024<br><strong>Main objective<\/strong><br><strong>and tasks<\/strong><br>Support the Programme Coordinator and Head of Mission in the management and<br>implementation of MEAL processes, activities, and tools in the Mission throughout the<\/p>\n\n\n\n<p><br>project cycle and in line with MEAL plans, to ensure the quality and relevance of the<br>intervention.<br>Work closely with the Head of Mission and Protection Coordinator to ensure<br>accountability and complaint management at the Mission, as well as to foster a culture<br>of learning and knowledge management together with the Programme Coordinator.<br><strong>Tasks:<\/strong><br><strong>Monitoring and evaluation<\/strong><br>\u25cf Develop and review in collaboration with the Head of Mission, the mission&rsquo;s MEAL<br>strategy, in line with INTERSOS standards.<br>\u25cf Assist the Head of Mission in integrating the MEAL component into the country<br>strategy, including programmatic results, indicators, and recommendations for<br>strategic directions.<br>\u25cf Provide technical and methodological support to programmes for the<br>implementation of monitoring and evaluation activities, data management<\/p>\n\n\n\n<p><br>(development of questionnaires for surveys, sampling, data entry methodology,<br>extraction of relevant data and interpretation) and integration of cross-cutting issues.<br>\u25cf Provide relevant inputs to the development of indicators and means of measurement<br>in the design and planning phases of the project proposal (logical framework,<br>definition of indicators, MEAL, and accountability plans) ensuring that the MEAL<br>is an integral part of the project life cycle and that resources are included in the<br>development of the proposal.<br>\u25cf Participate in the development, updating and implementation of participatory<br>evaluation and monitoring tools and processes. Facilitate the collection of accurate<br>data and effective reporting of monitoring information in accordance with agreed<br>objectives, ensuring accountability to donors, groups, and beneficiaries.<br>\u25cf Follow up with the MEAL Officers on the timely implementation of surveys (PDM<br>and other surveys\/exercises, etc.) in the field, in accordance with MEAL plans.<\/p>\n\n\n\n<p><br>\u25cf Propose evidence-based adjustments or new activities to improve the quality of<br>operations or approaches used by teams in consultation with concerned coordinators.<br>\u25cf provide the data necessary for compilation of the Project Performance Tools (PATs)<br>to the project Managers\/Project Activity Managers on a monthly basis.<br>\u25cf Contribute to the development of terms of reference for evaluations and external<br>studies, and lead MEAL teams in conducting internal evaluation exercises, as<br>required and in collaboration with program teams.<br>\u25cf Promote all aspects of the MEAL sector to support the creation of an organizational<br>culture, promote quality programming, and ensure that the MEAL system is<\/p>\n\n\n\n<p><br>understood and supported at the mission level. Respect and promote INTERSOS<br>policies and report to the Head of Mission any non-compliance with policies within<br>teams or partners.<br>\u25cf Train MEAL staff in the proper use of monitoring tools and support them in data<br>analysis.<br>\u25cf Participate in regular meetings with the program team to monitor program<br>implementation and adapt MEAL activities accordingly.<br>\u25cf Conduct regular technical field support visits to project sites to assist MEAL Officers<br>and project teams in monitoring ongoing programmes.<br>\u25cf Ensure that software and hardware versions of MEAL tools and files are properly<br>archived, secure, and easily accessible, in accordance with mission and at large<br>INTERSOS\u2019 MEAL standard and procedures.<br>\u25cf Support MEAL Officers in formulating recommendations to improve activities and<br>on the follow-up of recommendations.<br>\u25cf Develop learning tools and promote workshops and learning exercises with MEAL<br>and programs teams with the support of the MEAL Advisor at the HQ.<br>Data Management<br>\u25cf Review and approve the project database produced by the MEAL Officers at the<br>beginning of each project.<br>\u25cf Support the programme team in the development of data collection tools, as required,<br>as well as in the collection of data and systematic analysis for projects.<\/p>\n\n\n\n<p><br>\u25cf Develop and improve dashboards at the request of the head of Mission and<br>Programme Team.<br>\u25cf Ensure regular updating of indicators in the project database and report on project<br>indicators to clusters and other relevant stakeholders as appropriate in agreement<br>with the Head of Mission.<br>Feedback and Complaint Response Mechanism (CFRM)<br>\u25cf In collaboration with the Head of Mission and Protection Coordinator, ensure the<br>strengthening and development of quality MEAL activities and effective and<br>sustainable accountability mechanisms, including a complaint and feedback<br>mechanism for beneficiaries, stakeholders, and donors.<br>\u25cf In coordination with the Head of Mission and the Internal Auditor at HQ, develop,<\/p>\n\n\n\n<p><br>refine, monitor, systematically analyze and provide feedback on the Mission&rsquo;s<br>Feedback and Complaint Response Mechanism (CFRM).<br>\u25cf Ensure cross-cutting themes (gender, vulnerable groups, data protection, etc.) across<br>MEAL&rsquo;s activities and that community engagement is done in an appropriate and<br>respectful manner, managing expectations, and providing transparent and clientfocused service.<br>\u25cf In collaboration with other MEAL staff, ensure that staff receive regular AAP and<br>CFRM training available.<br>\u25cf Assist in the investigation of complaints by producing all relevant investigation<br>documents, as required.<br>Reporting<br>\u25cf Provide regular reports on the progress of MEAL activities. Prepare and submit<br>quality reports ensuring that they are highly accurate, complete, and well<br>documented.<br>\u25cf Support and review reports prepared by MEAL Officers by making<br>recommendations to improve activities, and follow-up on recommendations.<br>\u25cf Provide written reports to the Programme Coordinator, Head of Mission and<br>concerned staff on field visits.<br>\u25cf Support the Programme Coordinator and the technical coordinators in the production<br>of high-quality analytical reports to illustrate the impact of INTERSOS, including<br>evidence of good practice and replicable programmes, and ensure that they are<br>communicated appropriately.<br>Personnel Management<br>\u25cf Plan and supervise, in close coordination with the HR department, the associated<br>processes (recruitment, training\/onboarding, assessment, potential detection,<br>development and communication) of the staff under his\/her responsibility to ensure<br>both the sizing and the amount of knowledge required and to improve the capabilities<br>of the staff.<br>\u25cf Hold weekly meetings with, manage, monitor, and support MEAL staff.<br>\u25cf Identify the training needs of staff under his\/her direct direction. Promote the use of<br>learning systems and events in coordination with different departments and SMTs.<br>\u25cf Train MEAL program officers or other program staff on the MEAL program&rsquo;s<br>system, activities, and tools. Train the program team on MEAL activities, if<br>necessary.<br>\u25cf Ensure monthly planning of the MEAL team and report on progress to the<br>Programme Coordinator and Head of Mission.<br>Others<br>Representation<br>Represent INTERSOS in technical coordination meetings organized by external<br>stakeholders (clusters, other platforms, etc.), and report to the Head of Mission and the<br>SMT on the most relevant issues.<br>Educational and<br>professional<br>experience<br>required<br>\u2022 Essential degree in Statistics, Information Management, Social Sciences,<br>Demography, Social Studies, or any related field<br>Technical and<br>behavioral<br>competencies<br>required<br>Work Experience:<br>\u2022 Minimum of two years of experience in MEAL<br>\u2022 Experiment Previous desirable with some NGO in some country in<br>development or emergency situations.<\/p>\n\n\n\n<p><br><strong>COMPETENCIES:<\/strong><br>&#8211; Professional<br>\u2022 Experience in implementing MEAL systems.<br>\u2022 Experience in developing and conducting quantitative and qualitative surveys.<br>\u2022 Expertise in information management systems (knowledge and previous<br>experience in the use of data collection, data management tools and statistical<br>analysis) and good computer skills.<br>\u2022 Experience in implementing recipient complaint and feedback mechanisms is<br>desirable.<br>&#8211; Personal<br>\u2022 Ability to analyze and summarize complex amounts of data and communicate it to<br>diverse audiences.<br>\u2022 Leadership, Team Management and Training\/Capacity Building.<br>\u2022 Communication and negotiation skills.<br>\u2022 Flexibility and adaptability.<br>\u2022 Reporting skills.<br>\u2022 Strategic Vision.<br>\u2022 Problem-solving and decision-making; Ability to find solutions to operational<br>problems.<br>\u2022 Commitment to the principles of INTERSOS.<br>IT: Advanced Knowledge of<br>\u2022 Mainstream survey and Data collection tools (KoboToolbox, SurveyMonkey,<br>Google Forms, Enketo)<br>\u2022 Basic humanitarian GIS tools (OpenStreetMaps, Google Earth and Google<br>Custom maps)<br>\u2022 Basic Database processing tools (Excel and Access)<br>\u2022 Microsoft Office Suite (Word, outlook),<br>\u2022 Mainstream web browsers (Google Chrome, Microsoft Edge, Mozilla Firefox)<br>\u2022 Web-based mainstream chat and conferencing tools\/platforms (Skype, Teams,<br>Zoom and WebEx)<br>\u2022 Web 2.0 tools (cloud storage, webmail and others)<br><strong>Languages<\/strong><br>\u2022 Languages: The language of mission is essential.
