Contribute to the strategic planning for supply chain related activities of the Country Office<\/p>\n\n\n\n<p>(CO) in close collaboration, with internal and external stakeholders in the country, as well as<\/p>\n\n\n\n<p>relevant units at HQ.<\/p>\n\n\n\n<p>2. Conduct logistics capacity assessment and market research to keep abreast decisionmakers<\/p>\n\n\n\n<p>about local market trends and developments; analyze statistical data and market reports on the<\/p>\n\n\n\n<p>commodity situation, production patterns and availability of good and services.<\/p>\n\n\n\n<p>3. Coordinate and monitor all supply chain management related tasks and activities, including<\/p>\n\n\n\n<p>planning, budgeting, scheduling and provision of goods and services needed by the CO.<\/p>\n\n\n\n<p>Prepare regular progress reports, statistical information and briefing notes, as required.<\/p>\n\n\n\n<p>4. Contribute to the management of the supply chain activities in the CO, including planning,<\/p>\n\n\n\n<p>procurement, warehouse management, transport and distribution, fleet, assets and facilities<\/p>\n\n\n\n<p>management, logistics information management and reporting, and provide support, guidance<\/p>\n\n\n\n<p>and training to the relevant staff with respect to the related policies, rules and regulations.<\/p>\n\n\n\n<p>5. Identify supply chain bottlenecks (value stream mapping) and propose the optimization of the<\/p>\n\n\n\n<p>processes to fill the gaps and ensure beneficiaries receive quality goods and services in a<\/p>\n\n\n\n<p>timely and efficient manner.<\/p>\n\n\n\n<p>6. Contribute to the review of the procurement requests, identify service providers, and evaluate<\/p>\n\n\n\n<p>information regarding vendor&rsquo;s performance in terms of quality, prices, and timely delivery of<\/p>\n\n\n\n<p>goods\/services. Maintain a pool of qualified vendors.<\/p>\n\n\n\n<p>7. Solicit bids, quotations and tender documents, oversee bidding process and provide support<\/p>\n\n\n\n<p>for executing the procurement transactions, analyze the offers assuring conformity to specified<\/p>\n\n\n\n<p>requirements; conduct appraisals and select suppliers, and confirm terms of payment; prepare<\/p>\n\n\n\n<p>purchase orders and ensure receiving authorization in line with the CO\u2019s delegation of authority<\/p>\n\n\n\n<p>(DOA) matrix.<\/p>\n\n\n\n<p>8. Liaise with the programme management and provide technical support in preparing and<\/p>\n\n\n\n<p>issuance of \u201cCall for Proposals\u201d and bidding documents for the tendering processes of the<\/p>\n\n\n\n<p>programmes\/projects. Ensure bidding processes are conducted fairly, transparently and in<\/p>\n\n\n\n<p>accordance with the existing procurement rules and regulations.<\/p>\n\n\n\n<p>9. In coordination with relevant parties, ensure timely submission of asset, procurement and<\/p>\n\n\n\n<p>other reports within the CO, Regional Office and relevant HQ departments, as appropriate.<\/p>\n\n\n\n<p>10. Contribute to the establishment and management of robust appropriate internal control<\/p>\n\n\n\n<p>mechanisms for Supply Chain Management process to safeguard the Organization&rsquo;s assets and<\/p>\n\n\n\n<p>prevent fraud, while ensuring that country specific administrative procedures are in place and<\/p>\n\n\n\n<p>followed in accordance with the Organization&rsquo;s rules and regulations.<\/p>\n\n\n\n<p>11. Support and monitor the maintenance and repair of office facilities, including preventive<\/p>\n\n\n\n<p>maintenance. Contribute to the establishment of maintenance agreements with competent<\/p>\n\n\n\n<p>service providers when it is feasible and determined to be cost effective.<\/p>\n\n\n\n<p>12. Provide training and guidance to the SCM staff of CO, while monitoring, evaluating and<\/p>\n\n\n\n<p>supporting their professional and career development.<\/p>\n\n\n\n<p>13. Participate and engage actively in the UN inter-agency meetings and forums related to<\/p>\n\n\n\n<p>supply chain management. Collaborate on sharing resources to achieve common goals and<\/p>\n\n\n\n<p>implementation of UN global initiatives.<\/p>\n\n\n\n<p>14. Perform such other duties as may be assigned.<\/p>\n\n\n\n<p>Required Qualifications and Experience:<\/p>\n\n\n\n<p>Education<\/p>\n\n\n\n<p>\u2022 Master\u2019s degree in Business Administration, Supply Chain Management, Logistics,<\/p>\n\n\n\n<p>Procurement, or a related field from an accredited academic institution with two years of<\/p>\n\n\n\n<p>relevant professional experience; or,<\/p>\n\n\n\n<p>\u2022 University degree in the above fields with four years of relevant professional experience.<\/p>\n\n\n\n<p>Experience<\/p>\n\n\n\n<p>\u2022 Experience in managing diverse procurement and logistics operations; and,<\/p>\n\n\n\n<p>\u2022 Demonstrated experience in training and supervising teams of co-workers, managing vendors<\/p>\n\n\n\n<p>and suppliers.<\/p>\n\n\n\n<p>Skills<\/p>\n\n\n\n<p>\u2022 Extensive knowledge of IOM\/UN internal procurement and financial rules, as well as IOM&rsquo;s<\/p>\n\n\n\n<p>system and processes as they apply to procurement and logistics; and,<\/p>\n\n\n\n<p>\u2022 Excellent level of computer literacy and good knowledge of SAP is an advantage.<\/p>\n\n\n\n<p>Languages<\/p>\n\n\n\n<p>IOM\u2019s official languages are English, French, and Spanish. All staff members are required to be<\/p>\n\n\n\n<p>fluent in one of the three languages.<\/p>\n\n\n\n<p>For this position, fluency in English and French is required (oral and written).
