Context<\/strong>:<\/p>\n\n\n\n

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the<\/p>\n\n\n\n

Resources Management Officer (RMO), and in close collaboration with the Regional Office in<\/p>\n\n\n\n

Dakar, and in coordination with the Supply Chain Division at Headquarters (HQ), the Supply<\/p>\n\n\n\n

Chain Officer will be responsible and accountable for supply chain activities, guided by Supply<\/p>\n\n\n\n

Chain Management (SCM) objectives to deliver quality goods\/services to the beneficiaries at<\/p>\n\n\n\n

optimal price and in a timely manner.<\/p>\n\n\n\n

The responsibility will also include ensuring the appropriate implementation of instructions and<\/p>\n\n\n\n

policies governing the management of resources related to procurement and logistics in the CO,<\/p>\n\n\n\n

as well as providing recommendations aiming at increasing effectiveness and efficiency of<\/p>\n\n\n\n

procurement and logistics management within the IOM Cameroon Country Office (CO).<\/p>\n\n\n\n

Core Functions \/ Responsibilities:<\/strong><\/p>\n\n\n\n

1. Contribute to the strategic planning for supply chain related activities of the Country Office<\/p>\n\n\n\n

(CO) in close collaboration, with internal and external stakeholders in the country, as well as<\/p>\n\n\n\n

relevant units at HQ.<\/p>\n\n\n\n

2. Conduct logistics capacity assessment and market research to keep abreast decisionmakers<\/p>\n\n\n\n

about local market trends and developments; analyze statistical data and market reports on the<\/p>\n\n\n\n

commodity situation, production patterns and availability of good and services.<\/p>\n\n\n\n

3. Coordinate and monitor all supply chain management related tasks and activities, including<\/p>\n\n\n\n

planning, budgeting, scheduling and provision of goods and services needed by the CO.<\/p>\n\n\n\n

Prepare regular progress reports, statistical information and briefing notes, as required.<\/p>\n\n\n\n

4. Contribute to the management of the supply chain activities in the CO, including planning,<\/p>\n\n\n\n

procurement, warehouse management, transport and distribution, fleet, assets and facilities<\/p>\n\n\n\n

management, logistics information management and reporting, and provide support, guidance<\/p>\n\n\n\n

and training to the relevant staff with respect to the related policies, rules and regulations.<\/p>\n\n\n\n

5. Identify supply chain bottlenecks (value stream mapping) and propose the optimization of the<\/p>\n\n\n\n

processes to fill the gaps and ensure beneficiaries receive quality goods and services in a<\/p>\n\n\n\n

timely and efficient manner.<\/p>\n\n\n\n

6. Contribute to the review of the procurement requests, identify service providers, and evaluate<\/p>\n\n\n\n

information regarding vendor’s performance in terms of quality, prices, and timely delivery of<\/p>\n\n\n\n

goods\/services. Maintain a pool of qualified vendors.<\/p>\n\n\n\n

7. Solicit bids, quotations and tender documents, oversee bidding process and provide support<\/p>\n\n\n\n

for executing the procurement transactions, analyze the offers assuring conformity to specified<\/p>\n\n\n\n

requirements; conduct appraisals and select suppliers, and confirm terms of payment; prepare<\/p>\n\n\n\n

purchase orders and ensure receiving authorization in line with the CO\u2019s delegation of authority<\/p>\n\n\n\n

(DOA) matrix.<\/p>\n\n\n\n

8. Liaise with the programme management and provide technical support in preparing and<\/p>\n\n\n\n

issuance of \u201cCall for Proposals\u201d and bidding documents for the tendering processes of the<\/p>\n\n\n\n

programmes\/projects. Ensure bidding processes are conducted fairly, transparently and in<\/p>\n\n\n\n

accordance with the existing procurement rules and regulations.<\/p>\n\n\n\n

9. In coordination with relevant parties, ensure timely submission of asset, procurement and<\/p>\n\n\n\n

other reports within the CO, Regional Office and relevant HQ departments, as appropriate.<\/p>\n\n\n\n

10. Contribute to the establishment and management of robust appropriate internal control<\/p>\n\n\n\n

mechanisms for Supply Chain Management process to safeguard the Organization’s assets and<\/p>\n\n\n\n

prevent fraud, while ensuring that country specific administrative procedures are in place and<\/p>\n\n\n\n

followed in accordance with the Organization’s rules and regulations.<\/p>\n\n\n\n

11. Support and monitor the maintenance and repair of office facilities, including preventive<\/p>\n\n\n\n

maintenance. Contribute to the establishment of maintenance agreements with competent<\/p>\n\n\n\n

service providers when it is feasible and determined to be cost effective.<\/p>\n\n\n\n

12. Provide training and guidance to the SCM staff of CO, while monitoring, evaluating and<\/p>\n\n\n\n

supporting their professional and career development.<\/p>\n\n\n\n

13. Participate and engage actively in the UN inter-agency meetings and forums related to<\/p>\n\n\n\n

supply chain management. Collaborate on sharing resources to achieve common goals and<\/p>\n\n\n\n

implementation of UN global initiatives.<\/p>\n\n\n\n

14. Perform such other duties as may be assigned.<\/p>\n\n\n\n

Required Qualifications and Experience:<\/p>\n\n\n\n

Education<\/p>\n\n\n\n

\u2022 Master\u2019s degree in Business Administration, Supply Chain Management, Logistics,<\/p>\n\n\n\n

Procurement, or a related field from an accredited academic institution with two years of<\/p>\n\n\n\n

relevant professional experience; or,<\/p>\n\n\n\n

\u2022 University degree in the above fields with four years of relevant professional experience.<\/p>\n\n\n\n

Experience<\/p>\n\n\n\n

\u2022 Experience in managing diverse procurement and logistics operations; and,<\/p>\n\n\n\n

\u2022 Demonstrated experience in training and supervising teams of co-workers, managing vendors<\/p>\n\n\n\n

and suppliers.<\/p>\n\n\n\n

Skills<\/p>\n\n\n\n

\u2022 Extensive knowledge of IOM\/UN internal procurement and financial rules, as well as IOM’s<\/p>\n\n\n\n

system and processes as they apply to procurement and logistics; and,<\/p>\n\n\n\n

\u2022 Excellent level of computer literacy and good knowledge of SAP is an advantage.<\/p>\n\n\n\n

Languages<\/p>\n\n\n\n

IOM\u2019s official languages are English, French, and Spanish. All staff members are required to be<\/p>\n\n\n\n

fluent in one of the three languages.<\/p>\n\n\n\n

For this position, fluency in English and French is required (oral and written). Working<\/p>\n\n\n\n

knowledge of a local language and\/or another official UN language (Arabic, Chinese, Russian<\/p>\n\n\n\n
