The mission of Peace Corps is to promote international peace, friendship, and sustainable<br>development by providing trained men and women, Peace Corps Volunteers (PCVs), to serve in countries that have<br>requested assistance. Peace Corps started operating in Cameroon by the invitation of the Government of Cameroon<br>in 1962. Peace Corps\/Cameroon has a memoranda of understanding with the Ministries of Health, Education and<br>Agriculture that outlines broad areas of agreement of cooperation regarding the work of PCVs in the country.<br>Volunteers are assigned to government and non-government agencies and organizations, community-based<br>organizations, health institutions, and schools who partner to enable Volunteers to provide capacity building in<br>education and community health while building cultural understanding between Americans and Cameroonians.<br><strong>Objective of the Position<\/strong><br>Under the direct supervision of the Deputy Director of Management and Operations (DDMO), the Travel and<br>Voucher Assistant is responsible for all aspects of Peace Corps\/Cameroon\u2019s travel arrangements and for processing<br>all payment documents in accordance with Peace Corps Manual, Foreign Affairs Manual, and RAMC Operations<br>Manual procedures.<br>This position requires strict adherence to ethical standards of confidentiality and professional conduct. In addition,<br>the candidate should be flexible, highly organized, creative, and able to multi-task and work independently.<br>Salary: Range 7,478,030 \u2013 13,086,560 FCFA annual basic salary.<br>Application opens: December 12, 2023 Application closes: January 01, 2024<br>Supervisory role: No<br>Major Duties and Responsibilities (Critical Job Elements)<br>Travel Duties<br>\u2022 Creates and maintains staff and volunteers\u2019 travel authorizations<br>Statement of Work: Travel &amp; Voucher Assistant Page 2<br>Last Revised: October 2023<br>\u2022 Arranges flights for staff and volunteers, including for conferences, PCV end of service travel to HOR,<br>medical evaluations, emergency leave<br>\u2022 Prepares vehicle requests related to international travel<br>\u2022 Creates initial obligations in FOR Post for travel services<br>\u2022 Identifies conference venues around Cameroon for training events, periodic regional conferences and for<br>PCV consolidation points<br>\u2022 Makes hotel reservations for staff and\/or volunteers who are on official travel status<br>\u2022 Reviews and validates staff travel vouchers<br>\u2022 Remain current on USG travel rules and regulations, particularly as they pertain to international travel\/Fly<br>America.<br>Finance \/ Voucher Duties<br>\u2022 Examines, analyzes, ensures eligibility and recommends for payment a variety of difficult and complex<br>vouchers, including claims against contracts, purchase orders, grants, and complex travel vouchers. Makes<br>independent judgment as to the accuracy and eligibility of the voucher claim presented for payment;<br>ensures that it conforms to the payment provisions set forth in the obligation. Rejects incomplete or invalid<br>voucher claims and returns the documents to vendors.<br>\u2022 Ensures that the request for payment documents are valid and accurate; the expenditures presented for<br>reimbursement are consistent with the terms and conditions as stated in the contracts; and that they are<br>adequately supported by proper and sufficient documentation.<br>\u2022 Ensures that administrative approvals, justification and\/or additional supporting documentation have been<br>obtained prior to processing claimed expenses.<br>\u2022 Ensures that payments are eligible under current PC guidance and made against valid obligations and<br>sufficient funds in ForPost. Analyzes historical payment records of recurring expenses and coordinates with<br>the Financial Assistants to provide any necessary increments\/adjustments in obligated amounts.<br>\u2022 Ensures that all invoices are paid on time and in full compliance with the requirements of the Prompt<br>Payment Act. Assists vendors with the prompt resolution of payment problems and\/or inquiries by tracking<br>all payments.<br>\u2022 Scans and saves all payments packages on the PC\/HQ shared drive and follows up with the Office of Global<br>Accounts Payable (OGAP) on liquidations not paid in a timely manner<br>\u2022 Responds to queries from vendor on payment status requests by producing FOR Post reports and tracking<br>payment status<br>\u2022 Communicates regularly with Office of Global Accounts Payable (OGAP) at PC\/HQ on status of payments<br>\u2022 Enters and updates vendor information in Odyweb<br>Other Duties<br>\u2022 Ensure complete confidentiality regarding all information related to PC staff, volunteers and operations.<br>\u2022 Provide training to staff and Peace Corps Volunteers as requested.<br>\u2022 Serves as back-up support for and\/or carries out the duties and responsibilities of the Alternate Cashier<br>and\/or Volunteer Liaison when deemed necessary by the Country Director and\/or Supervisor for the<br>successful management of Peace Corps operations in Cameroon. For example, this could be during periods<br>when those individuals are on leave and\/or during lapses of staffing or periods of staffing shortages.<br>\u2022 Performs other duties or assignments, when deemed necessary by the Supervisor<br>Temporary Assignment of Duties<br>Given that as a result of the COVID-19 pandemic there will be a lengthy period where there are likely to be limited or<br>Statement of Work: Travel &amp; Voucher Assistant Page 3<br>Last Revised: October 2023<br>no Peace Corps Trainees and\/or Volunteers (jointly referred to as \u201cVolunteers\u201d) at Peace Corps\/Cameroon, the PSC<br>may be temporarily assigned during the COVID-19 pandemic, as determined by the Peace Corps Director, to carry<br>out additional duties and responsibilities in furtherance of the goals of the Peace Corps in order to enhance the<br>ability of Peace Corps Volunteers to perform functions under the Peace Corps Act, including facilitating a safe<br>environment in order for the successful return of Volunteers.<br>This temporary assignment may require the PSC to provide services and\/or support beyond what is listed in their<br>current Statement of Work (SOW). The services and\/or support may take many forms, examples of which may<br>include but are not limited to, training, providing administrative, technical, medical, and\/or operational assistance,<br>building on host country programs, etc. This temporary assignment also may require the PSC to provide these<br>services and\/or support to individuals\/organizations other than those listed in their current SOW such as host<br>country government, partner organization(s), community member(s), staff, and\/or contractors.<br>Standard Roles and Responsibilities<br>A. Occasional Money Handler: Occasional Money Handler may be requested to courier cash and \/or purchase<br>orders to various vendors who furnish supplies and\/or services to PST\/IST training site, or other locations as<br>directed by the Contracting Officer. The PSC may also be requested to courier cash to PC trainees or<br>volunteers. The PSC will not be functioning as a procurement or disbursing official but will only be acting as<br>an intermediary between the Contracting or Disbursing Officer and the recipient. In the case of dealing with<br>vendors, the PSC will not exercise any procurement discretion concerning the supplies or services to be<br>purchased or the cost limits of these purchases; these will be determined by the Contracting Officer.<br>B. Safety and Security: Immediately communicates Volunteer safety and security concerns and issues to the<br>Safety and Security Manager (SSM) and CD. Knowledgeable and supportive of Peace Corps safety and<br>security policies and procedures, including the timely reporting of suspicious incidents, persons or articles.<br>C. Inherently Governmental Function (IGF):<br>\u2022 Serve as Alternate Cashier for PC\/Cameroon, providing emergency cashier services as requested<br>\u2022 Fill in for Principal Cashier during vacations and other absences, fulfilling all the duties and<br>responsibilities required for day to day cashier operations.<br>\u2022 May be designated a principal or alternate cashier after consultation with CFO\/GAP, pending final<br>approval by FSC Charleston or Bangkok. Responsibilities as a cashier include performing limited cash<br>disbursements as directed by the DMO, proper disbursing and collecting of funds, proper accounting for<br>funds advanced, safeguarding funds advanced, and accepting personal responsibility and financial<br>liability for funds after successful completion of the requisite training for performing cashier duties.<br>(See MS 760 and OFMH 13)<br><strong>Logistics &amp; Level of Effort &amp; Duty Station<\/strong><br>Duty station is the main office located in Yaound\u00e9, Cameroon. May be required to travel up country. May require<br>telework or remote work from home. Performs duties during a 40 hour work week. Events may require occasional<br>work in the evenings and on weekends and holidays. May carry a duty phone.<br>Typical work schedule is Monday through Thursday from 7:30am to 5:00pm and Friday from 7:30am to 12:30pm,<br>with flexibility to work additional hours on weekends or on an as-needed basis.<br>Statement of Work: Travel &amp; Voucher Assistant Page 4<br>Last Revised: October 2023<br><strong>Minimum Requirements<\/strong><br>In order to be selected for this position, the applicant must be legally eligible to work in Cameroon, must not have<br>been employed in intelligence-related activities and must submit an application that clearly documents how they<br>meet each of the following requirements:<br>\u2022 University degree, preferably in Finance or Business<br>\u2022 Minimum of 2 years of relevant experience in voucher examining, accounts payables, accounting,<br>auditing, or related budget and fiscal work<br>\u2022 Professional working knowledge of oral and written English and French<br>\u2022 Strong interpersonal\/communication skills<br>\u2022 Experience working in cross-cultural environment<br>\u2022 Knowledge of MS Office computer applications (Word, Excel, Powerpoint, Outlook).<br><strong>Application instructions<\/strong><br><strong>Submit the following in MS Word or PDF:<\/strong><br>1.
