{"id":43694,"date":"2023-09-15T15:10:51","date_gmt":"2023-09-15T13:10:51","guid":{"rendered":"https:\/\/louma-jobs.com\/cameroun\/?post_type=emplois&#038;p=43694"},"modified":"2023-09-15T15:10:53","modified_gmt":"2023-09-15T13:10:53","slug":"me-manager-2","status":"publish","type":"emplois","link":"https:\/\/louma-jobs.com\/cameroun\/recrutements-emplois-stages\/2023\/me-manager-2\/","title":{"rendered":"M&amp;E Manager"},"content":{"rendered":"\n<p><strong>A-&nbsp;&nbsp;&nbsp; BACKGROUND<\/strong><\/p>\n\n\n\n<p>Cameroon has among the highest burden of HIV in West and Central Africa (2.7% among average risk reproductive age adults \u2013 DHS 2018). High HIV prevalence is associated with high-risk sexual behaviors such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country\u2019s ability to control the HIV epidemic<br><br>The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV\/AIDS Strategic Plan 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations.<br><br>The USAID-funded Community HIV\/AIDS Investments for Longer and healthier Lives (CHILL) has the following objectives: (1) HIV testing for Key and Priority populations (KPs &amp; PP); (2) ART uptake for KPs and PPs by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving retention in treatment through improved linkages between facility and community-based services, and reinforced community-based support for adherence and client follow-up.<br>Care and Health Program (CHP) will be the CHILL prime and will lead the program in partnership with fifteen local community-based organizations (CBO). The consortium is collaborating with the Ministry of Public Health (MOH), NACC and other stakeholders to build the capacity of the national, regional and community response.<br>These efforts will expand service coverage in five focus regions and generate data for evidence-based programming through the implementation of evidence-based prevention, care and treatment services to key and priority populations in Cameroon.<br><br>In the context of this project, CHP is recruiting a M&amp;E Manager with the following criteria:<br><br>CONTRACT PERIOD: 1 year, beginning from October 02nd 2023<br><br>PLACE: Ngaound\u00e9r\u00e9<br><br>CONTRACT TYPE: CDD<br><br>TRIAL PERIOD: 3 Months Renewable after evaluation.<br><br>1. Duties and Responsibilities:<br><br><br>a)&nbsp;&nbsp;&nbsp; Capacity building of M&amp;E teams (25%)<br><br>\u2022&nbsp;&nbsp;&nbsp; Manage CBO Partner Monitoring and Evaluation teams and M&amp;E Assistant to support CHILL programmatic activities and ensure they are monitored and evaluated in a timely and effective manner<br>\u2022&nbsp;&nbsp;&nbsp; Track field data collection equipment and ensure proper operation<br>\u2022&nbsp;&nbsp;&nbsp; Identify M&amp;E training needs of M&amp;E teams and work with others such as data quality managers and OBC CIRs to plan and implement training that meets these needs.<br>\u2022&nbsp;&nbsp;&nbsp; Prepare terms of reference (TdRs) and all relevant documents for each course.<br>\u2022&nbsp;&nbsp;&nbsp; Coach, train and supervise CARE M&amp;E Assistants and M&amp;E Managers in partner organisations to strengthen their technical capacity, exchange knowledge within M&amp;E teams and provide professional development advice in collaboration with the CHILL MEAL Technical Coordinator.<br>\u2022&nbsp;&nbsp;&nbsp; Facilitate the use of data dashboards by M&amp;E managers and data quality managers in partner organizations.<br>\u2022&nbsp;&nbsp;&nbsp; Provide training or refresher sessions for CBO staff as required, supported by CHILL MEAL Technical Coordinator.<br>\u2022&nbsp;&nbsp;&nbsp; Conduct monthly assessment of individual performance of data quality managers under his\/her supervision.<br><br><strong>b) Data Management and Quality (35%)<\/strong><br><br>\u2022&nbsp;&nbsp;&nbsp; Identify strengths and weaknesses of existing data collection and management systems and propose solutions.<br>\u2022&nbsp;&nbsp;&nbsp; Suggest ways to facilitate data collection and data flow within Program field teams.<br>\u2022&nbsp;&nbsp;&nbsp; Ensure that M&amp;E managers and data quality managers in partner organisations have a good understanding of.<br>\u2022&nbsp;&nbsp;&nbsp; Ensure that M&amp;E managers and data quality managers in partner organisations have a good understanding of the indicators for monitoring all activities and how they are calculated for the preparation of activity reports.<br>\u2022&nbsp;&nbsp;&nbsp; Ensure that data entered into CommCare is captured and verified at the site\/partner organization level.<br>\u2022&nbsp;&nbsp;&nbsp; Responsible for weekend, month and quarter downloads of the CommCare database.<br>\u2022&nbsp;&nbsp;&nbsp; Make changes to the CommCare platform as needed and archive all changes.<br>\u2022&nbsp;&nbsp;&nbsp; Develop specifications for CommCare products (SMS messaging and Dimagi dashboard).<br>\u2022&nbsp;&nbsp;&nbsp; Fill in the periodic data compilation files and forward them to the MEAL Technical Coordinator of the CHILL project on a weekly, monthly and quarterly basis.<br>\u2022&nbsp;&nbsp;&nbsp; Ensure accurate and timely data reconciliation for weekly data verification and validation meetings within partner CBOs.<br>\u2022&nbsp;&nbsp;&nbsp; Conduct field visits to ensure the quality of the data collected and verify the accuracy of the reported data.<br>\u2022&nbsp;&nbsp;&nbsp; Organise data quality assurance sessions in the partner organisations in charge (Weekly data verification and validation \u2013 Routine data quality assessment).<br>\u2022&nbsp;&nbsp;&nbsp; Develop data quality improvement plans in collaboration with technical staffs (OBC and CHILL).<br>\u2022&nbsp;&nbsp;&nbsp; Monitor implementation of data quality improvement plans in partner CBOs.<br>\u2022&nbsp;&nbsp;&nbsp; Collect and validate monthly physical reports from the partner organizations in charge.<br>\u2022&nbsp;&nbsp;&nbsp; Properly archive any project document.<br><br>b)&nbsp;&nbsp;&nbsp; Data Analysis and Use (25%)<br><br>\u2022&nbsp;&nbsp;&nbsp; Ensure availability and use of standard data management operating procedures at CHILL sites.<br>\u2022&nbsp;&nbsp;&nbsp; Develop dashboards for rapid data analysis by the program and partner organizations from CommCare.<br>\u2022&nbsp;&nbsp;&nbsp; Analyse the programmatic data collected and make them available to the CHILL technical staff, the managers of the partner organisations to guide decision-making.<br>\u2022&nbsp;&nbsp;&nbsp; Provide technical assistance to M&amp;E officers in partner organizations for data analysis and presentation.<br>\u2022&nbsp;&nbsp;&nbsp; Ensure, in close collaboration with the CHILL and OBC technical staff, the organisation of data reviews at partner organisation level to improve the service offer and project results.<br>\u2022&nbsp;&nbsp;&nbsp; Validate monthly reports from partner organizations and provide feedback.<br>\u2022&nbsp;&nbsp;&nbsp; Actively participate in the mapping of hot spots and<br>Estimating the size of key populations in the CHILL project areas.<br><br>c)&nbsp;&nbsp;&nbsp; Other (15%)<br><br>\u2022&nbsp;&nbsp;&nbsp; Support the development of program strategic planning documents.<br>\u2022&nbsp;&nbsp;&nbsp; Actively participate in the development of the contractual activities of the CHILL project.<br>\u2022&nbsp;&nbsp;&nbsp; Perform any other tasks requested by the direct or indirect supervisor.<br><br><strong>2. Position Profile:<\/strong><br><br>\u2022&nbsp;&nbsp;&nbsp; To see a Bachelor\u2019s degree in Public Health or an equivalent diploma in sexuality, reproductive health, maternal health, behavioural\/social sciences, statistics, nursing, international development or in a related or relevant field, or an equivalent combination of education and work experience, with training and experience in project implementation and research, management or evaluation.<br>\u2022&nbsp;&nbsp;&nbsp; At least 3 years of professional experience in developing databases and data collection tools for monitoring, evaluation and learning purposes, with a minimum of 2 years working with a relational database, preferably MSSQL;<br>\u2022&nbsp;&nbsp;&nbsp; Experience in developing, testing and refining databases and data collection systems on the MSSQL and CommCare platforms;<br>\u2022&nbsp;&nbsp;&nbsp; Experience in customizing DHIS2 for data integration;<br>\u2022&nbsp;&nbsp;&nbsp; Knowledge of Power Bi and CommCare data management;<br>\u2022&nbsp;&nbsp;&nbsp; Proficiency in quantitative and qualitative statistical analysis tools such as NVIVO, R and SPSS<br>\u2022&nbsp;&nbsp;&nbsp; &nbsp;Advanced knowledge of MS Excel and professional use of MS Word;<br>\u2022&nbsp;&nbsp;&nbsp; Candidates must be motivated and learn quickly;<br>\u2022&nbsp;&nbsp;&nbsp; Fluent oral and written English and French.<br>\u2022&nbsp;&nbsp;&nbsp; Desired knowledge, skills and abilities:<br>\u2022&nbsp;&nbsp;&nbsp; Ability to perform multiple tasks with tight deadlines and attention to detail;<br>\u2022&nbsp;&nbsp;&nbsp; Strong collaborative and relationship management skills;<br>\u2022&nbsp;&nbsp;&nbsp; Knowledge of USAID projects and terminology is desirable;<br>\u2022&nbsp;&nbsp;&nbsp; Highly motivated, willing to learn, good team worker, service oriented and able to work under high pressure and with limited deadlines;<br>\u2022&nbsp;&nbsp;&nbsp; Knowledge of relevant USAID rules and regulations related to data and data management;<br>\u2022&nbsp;&nbsp;&nbsp; Excellent communication skills.<br><br><strong>REQUIRED SKILL<\/strong><br><br>\u2022&nbsp;&nbsp;&nbsp; B.A. in Public Health, Social Sciences with 3 years of professional experience in a related field.<br>\u2022&nbsp;&nbsp;&nbsp; Fluent in English and Nepalese languages.<br>\u2022&nbsp;&nbsp;&nbsp; Must be strong and have team player skills.<br>\u2022&nbsp;&nbsp;&nbsp; Focus on results and detail and ability to work with a sense of urgency in a multicultural and diverse environment.<br>\u2022&nbsp;&nbsp;&nbsp; Ability to work with target groups are people living with HIV and AIDS.<br>\u2022&nbsp;&nbsp;&nbsp; Good interpersonal communication skills and calm even under pressure.<br>\u2022&nbsp;&nbsp;&nbsp; Ordering in report preparation, event note and record keeping.<br>\u2022&nbsp;&nbsp;&nbsp; Proficient use of the computer (especially in Excel) on office packages, e-mail and the Internet.<br>\u2022&nbsp;&nbsp;&nbsp;
