A-    BACKGROUND<\/strong><\/p>\n\n\n\n

Cameroon has among the highest burden of HIV in West and Central Africa (2.7% among average risk reproductive age adults \u2013 DHS 2018). High HIV prevalence is associated with high-risk sexual behaviors such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country\u2019s ability to control the HIV epidemic

The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV\/AIDS Strategic Plan 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations.

The USAID-funded Community HIV\/AIDS Investments for Longer and healthier Lives (CHILL) has the following objectives: (1) HIV testing for Key and Priority populations (KPs & PP); (2) ART uptake for KPs and PPs by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving retention in treatment through improved linkages between facility and community-based services, and reinforced community-based support for adherence and client follow-up.
Care and Health Program (CHP) will be the CHILL prime and will lead the program in partnership with fifteen local community-based organizations (CBO). The consortium is collaborating with the Ministry of Public Health (MOH), NACC and other stakeholders to build the capacity of the national, regional and community response.
These efforts will expand service coverage in five focus regions and generate data for evidence-based programming through the implementation of evidence-based prevention, care and treatment services to key and priority populations in Cameroon.

In the context of this project, CHP is recruiting a M&E Manager with the following criteria:

CONTRACT PERIOD: 1 year, beginning from October 02nd 2023

PLACE: Ngaound\u00e9r\u00e9

CONTRACT TYPE: CDD

TRIAL PERIOD: 3 Months Renewable after evaluation.

1. Duties and Responsibilities:


a)    Capacity building of M&E teams (25%)

\u2022    Manage CBO Partner Monitoring and Evaluation teams and M&E Assistant to support CHILL programmatic activities and ensure they are monitored and evaluated in a timely and effective manner
\u2022    Track field data collection equipment and ensure proper operation
\u2022    Identify M&E training needs of M&E teams and work with others such as data quality managers and OBC CIRs to plan and implement training that meets these needs.
\u2022    Prepare terms of reference (TdRs) and all relevant documents for each course.
\u2022    Coach, train and supervise CARE M&E Assistants and M&E Managers in partner organisations to strengthen their technical capacity, exchange knowledge within M&E teams and provide professional development advice in collaboration with the CHILL MEAL Technical Coordinator.
\u2022    Facilitate the use of data dashboards by M&E managers and data quality managers in partner organizations.
\u2022    Provide training or refresher sessions for CBO staff as required, supported by CHILL MEAL Technical Coordinator.
\u2022    Conduct monthly assessment of individual performance of data quality managers under his\/her supervision.

b) Data Management and Quality (35%)<\/strong>

\u2022    Identify strengths and weaknesses of existing data collection and management systems and propose solutions.
\u2022    Suggest ways to facilitate data collection and data flow within Program field teams.
\u2022    Ensure that M&E managers and data quality managers in partner organisations have a good understanding of.
\u2022    Ensure that M&E managers and data quality managers in partner organisations have a good understanding of the indicators for monitoring all activities and how they are calculated for the preparation of activity reports.
\u2022    Ensure that data entered into CommCare is captured and verified at the site\/partner organization level.
\u2022    Responsible for weekend, month and quarter downloads of the CommCare database.
\u2022    Make changes to the CommCare platform as needed and archive all changes.
\u2022    Develop specifications for CommCare products (SMS messaging and Dimagi dashboard).
\u2022    Fill in the periodic data compilation files and forward them to the MEAL Technical Coordinator of the CHILL project on a weekly, monthly and quarterly basis.
\u2022    Ensure accurate and timely data reconciliation for weekly data verification and validation meetings within partner CBOs.
\u2022    Conduct field visits to ensure the quality of the data collected and verify the accuracy of the reported data.
\u2022    Organise data quality assurance sessions in the partner organisations in charge (Weekly data verification and validation \u2013 Routine data quality assessment).
\u2022    Develop data quality improvement plans in collaboration with technical staffs (OBC and CHILL).
\u2022    Monitor implementation of data quality improvement plans in partner CBOs.
\u2022    Collect and validate monthly physical reports from the partner organizations in charge.
\u2022    Properly archive any project document.

b)    Data Analysis and Use (25%)

\u2022    Ensure availability and use of standard data management operating procedures at CHILL sites.
\u2022    Develop dashboards for rapid data analysis by the program and partner organizations from CommCare.
\u2022    Analyse the programmatic data collected and make them available to the CHILL technical staff, the managers of the partner organisations to guide decision-making.
\u2022    Provide technical assistance to M&E officers in partner organizations for data analysis and presentation.
\u2022    Ensure, in close collaboration with the CHILL and OBC technical staff, the organisation of data reviews at partner organisation level to improve the service offer and project results.
\u2022    Validate monthly reports from partner organizations and provide feedback.
\u2022    Actively participate in the mapping of hot spots and
Estimating the size of key populations in the CHILL project areas.

c)    Other (15%)

\u2022    Support the development of program strategic planning documents.
\u2022    Actively participate in the development of the contractual activities of the CHILL project.
\u2022    Perform any other tasks requested by the direct or indirect supervisor.

2. Position Profile:<\/strong>

\u2022    To see a Bachelor\u2019s degree in Public Health or an equivalent diploma in sexuality, reproductive health, maternal health, behavioural\/social sciences, statistics, nursing, international development or in a related or relevant field, or an equivalent combination of education and work experience, with training and experience in project implementation and research, management or evaluation.
\u2022    At least 3 years of professional experience in developing databases and data collection tools for monitoring, evaluation and learning purposes, with a minimum of 2 years working with a relational database, preferably MSSQL;
\u2022    Experience in developing, testing and refining databases and data collection systems on the MSSQL and CommCare platforms;
\u2022    Experience in customizing DHIS2 for data integration;
\u2022    Knowledge of Power Bi and CommCare data management;
\u2022    Proficiency in quantitative and qualitative statistical analysis tools such as NVIVO, R and SPSS
\u2022     Advanced knowledge of MS Excel and professional use of MS Word;
\u2022    Candidates must be motivated and learn quickly;
\u2022    Fluent oral and written English and French.
\u2022    Desired knowledge, skills and abilities:
\u2022    Ability to perform multiple tasks with tight deadlines and attention to detail;
\u2022    Strong collaborative and relationship management skills;
\u2022    Knowledge of USAID projects and terminology is desirable;
\u2022    Highly motivated, willing to learn, good team worker, service oriented and able to work under high pressure and with limited deadlines;
\u2022    Knowledge of relevant USAID rules and regulations related to data and data management;
\u2022    Excellent communication skills.

REQUIRED SKILL<\/strong>

\u2022    B.A. in Public Health, Social Sciences with 3 years of professional experience in a related field.
\u2022    Fluent in English and Nepalese languages.
\u2022    Must be strong and have team player skills.
\u2022    Focus on results and detail and ability to work with a sense of urgency in a multicultural and diverse environment.
\u2022    Ability to work with target groups are people living with HIV and AIDS.
\u2022    Good interpersonal communication skills and calm even under pressure.
\u2022    Ordering in report preparation, event note and record keeping.
\u2022    Proficient use of the computer (especially in Excel) on office packages, e-mail and the Internet.
\u2022    Priority will be given to applicants from disadvantaged and disadvantaged groups, women and people living with HIV (PHAs).
