PROJECT: USAID Global Health Supply Chain Program-Procurement and Supply Management
(GHSC-PSM) project in Cameroon
Background:<\/strong>
The purpose of the USAID Global Health Supply Chain-Procurement and Supply Management (GHSCPSM) project is to ensure uninterrupted supplies of health commodities in support of the United States\u2019
Government (USG) funded public health initiatives around the world. The project provides direct
procurement and supply chain management support to the President\u2019s Emergency Plan for AIDS Relief
(PEPFAR), the US President\u2019s Malaria Initiative (PMI). In supporting USG-funded global health activities,
GHSC-PSM will develop and manage a wide array of services for health commodity procurement and
related systems strengthening technical assistance encompassing different elements of a comprehensive
supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following
three project objectives:
\u2022 Global Commodity Procurement and Logistics,
\u2022 Systems Strengthening Technical Assistance
\u2022 Global Collaboration to Improve Long-Term Availability of Health Commodities.
We are looking for individuals who have a passion for making a difference in the lives of people around
the world.
GHSC-PSM is seeking a consultant to serve in the capacity of a monitoring, evaluation, and learning
(MEL) and knowledge management (KM) specialist for the elaboration of an M&E System for the Supply
chain Section of the National Malaria Control Program (NMCP). The M&E system will include Central,
Regional, District and Operational levels.
This position is contingent upon funding approval from donor.
Principle Duties and Responsibilities:
\u2022 Develop the project\u2019s overall M&E system, including indicator selection and adaptation, data
collection, data analysis, and reporting in compliance with the SC Strategic plan, the NMCP
action and strategic plan
\u2022 Ensure compliance with the country\u2019s MIS & M&E requirements and reporting
\u2022 Train the NMCP M&E Team on the establishment of appropriate targets for work plans
\u2022 Train the NMCP M&E Team on the establishment of the learning agenda and related
implementation activities
\u2022 Train the NMCP M&E Team on developing success stories, short communications, etc. including
communication strategies, Dissemination of the project\u2019s knowledge assets.
\u2022 Develop supervision checklist
Job Qualifications<\/strong>
\u2022 Bachelor\u2019s degree in public health, business administration, epidemiology, statistics, library
sciences, or a related field
\u2022 At least 5-8 years of experience working on MEL functions such as development and
maintenance of M&E systems, theories of change, logical frameworks, logic models indicators,
data collection and storage stools, and reporting templates implementation activities
\u2022 Experience working on an USAID or donor-funded project preferred.
\u2022 Experience with public health supply chain in Cameroon preferred.
\u2022 Ability to work with cooperating partners in implementing complex programs.
\u2022 Excellent interpersonal, written, and oral communications skills; proven diplomatic and public
relations skills.
\u2022 Demonstrated leadership, versatility, and integrity.
\u2022 Fluency in French and advanced English is required.
Duration of Assignment
Approximately 4 months (Estimated September 2023- December 2023, contingent upon approval of
funding by donor, with possibility of extension)
Location of Assignment
The location of assignment is in Yaound\u00e9 with intermittent travel throughout the country as needed.
Supervision<\/strong>
The M&E Specialist shall report to the Senior M&E advisor or his designee.<\/p>\n\n\n\n
