For our operations in Cameroon, we are looking for a:<br><strong>HUMANITARIAN ACCESS AND SECURITY MANAGER M\/F<\/strong><br>Base: Buea (south west region)<br>Number of positions : 1<br>Contract duration: 7 months<br>start date: 1\/09\/2023<br>supervised by: Field Cordinator<br>Location : Buea<br>Mission 1: Implement and update Action Against Hungers humanitarian access strategy<br>&#8211; Participate and support in negotiations on humanitarian access with all the involved<br>stakeholders<br>&#8211; Lead the preparation for humanitarian access negotiations by Action Against Hunger in the<br>South West region<br>&#8211; Lead and support the HAS South West staff in reaching humanitarian access for AAH in<br>the South West region<br>&#8211; Establish a strong network with external stakeholders<br>&#8211; Regularly update Action Against Hunger\u2019s humanitarian access strategy and make sure it<br>is in line with the program implementation strategy and security protocols;<br>&#8211; Capitalize all data in appropriate tools such as actor mapping, Action Against Hunger\u2019s<br>Humanitarian Access Strategy tools, etc;<br>&#8211; Produce regular analysis notes on access specifying possible impacts on operations<br>&#8211; Plan, implement, supervise with the HAS staff and supported by the HAS HoD trainings on<br>access; Action Against Hunger\u2019s security policies for national and international staff;<br>Humanitarian Principle, Ation Against Hungers Charter\/Values;<br>&#8211; Visit bases and operational sites to ensure a clear understanding of Action Against Hunger\u2019s<br>risk profile in the field<br>&#8211; Support the Field Coordinator (FC) in access related issues<br>Mission 2: Define and implement AAH security management system<br>&#8211; Collect and analyze security and political context information and support FC &amp; HAS HoD<br>for his\/her context follow up and analysis; share analyses with the FC &amp; Coordination team<br>(CD &amp; HAS HoD)<br>&#8211; Alert the FC and later on to the Coordination team (CD &amp; HAS HoD) on changes to the<br>context and establish likely forthcoming scenarios<br>&#8211; Animate the writing process of the base security plan and design base contingency plans<br>&#8211; Ensure \u2013 in collaboration with the FC &#8211; that security plan documents are up to date and meet<br>the required AAH standard<br>&#8211; Ensure that the above security plans are effectively disseminated and put in place through<br>the HAS team in the South West<br><br>&#8211; Lead the South West HAS team in providing an effective risk analysis and support FC in<br>designing organization of his\/her security management system (context analysis, security<br>plan writing, operational security management, internal communication)<br>&#8211; Advise the FC on movement validation to field, and prepare the mitigation measures for<br>those movements with the HAS team<br>&#8211; Monitor the implementation of security action plan, mitigation measures and procedures<br>&#8211; Ensure that deviations from the security plans are reported to the FC and later on to<br>Coordination team (HAS HoD &amp; CD)<br>&#8211; Evaluate the operational management of security and provide appropriate support to<br>Logistics and FC<br>&#8211; Understand programs and contribute to their design to make sure safety and security is<br>included in them<br>&#8211; Lead plan guide and participate in assessments in potential new operation areas<br>&#8211; Support management of incidents and crises in collaboration with FC, HAS HoD and the<br>Country Director, as well as with any designated HQ Crisis Cell<br>&#8211; Supervise the incident reporting system of the base, make sure corrective measures are<br>implemented<br>&#8211; Lead on drafting of Weekly and Monthly HAS Reports from the base to Coordination<br>&#8211; Ensure sufficient funding; and budget management, for the correct staffing \/ equipping of<br>the security team through participation in budget building processes<br>&#8211; Ongoing liaison with various key internal &amp; external stakeholders<br>&#8211; Participate in any Humanitarian Access &amp; Security related internal &amp; external<br>coordination forum<br>Mission 3: Train Action Against Hunger\u2019s staff and raise awareness on the security environment,<br>procedures and rules<br>&#8211; Ensure briefing plans for every new Action Against Hunger\u2019s employee as well as visitors<br>(security rules and procedures) within 24 hours of arrival in the base<br>&#8211; Ensure that regular awareness sessions for Action Against Hunger\u2019s employees are<br>completed (situation updates, security rules and procedures)<br>&#8211; Organize \/ supervise specific simulation exercise \/ trainings for categories of employees as<br>needed, ensuring understanding awareness and compliance of staff with the necessary ways<br>of action in the specific environment<br>&#8211; Build professional development plans for AAH HAS staff in the South West with the<br>technical support of HAS HoD<br>&#8211; Lead real time review sessions of HAS tools being used in the South West region<\/p>\n\n\n\n<p><br><strong>DIPLOMAS\/STUDIES\/EXPERIENCE<\/strong><br>&#8211; Candidate should hold a Masters degree in Social sciences or humanitarian related field.<br>-Atleast 2 years or more of professional experience in a similar position in an emergency<br>context.<br>&#8211; Experience with Action Against Hunger and in the same position would be an advantage.<br><strong>REQUIRED SKILLS :<\/strong><br>-Team management<br>&#8211; sense of organization and management of priorities<br>&#8211;
