Its mission is to conserve nature and reduce the most pressing threats to the diversity of life on Earth. Our vision is to build a future in which people live in harmony with nature. Thus, it seeks to: save the planet by balancing the needs of human beings with those of other species that share the Earth, practice human conservation in the broadest sense, and instill in people, everywhere, a quiet respect, but not concealed, of nature and to balance that respect with a deep belief in human possibilities, inspiring others who can further the cause of conservation.\n\t\t\nThe context :\nThe WWF Africa Conservation Framework covering the period 2020 \u2013 2025 seeks to move beyond business as usual and provide an opportunity to strengthen co-existence between people and nature. With its two core impact areas and six impact pathways including influential policy advocacy and transformative partnerships, WWF is looking at not only strengthening its policy and advocacy work, it is looking at building effective partnerships to deliver conservation impact at scale. This will include activating its Policy Cabinet, a sort of platform which is to provide strategic direction for policy agenda setting that will purposefully, constructively and proactively leverage policy making processes to promote social and environmental sustainability in Africa.  In the last few years we have seen the increasing interest of stakeholders in both global and national policy issues \u2013 the SDGs, the adoption of the new global biodiversity framework, the climate change discussions with the need to focus more on issues such as adaptation, nature based solutions, loss and damage and finance and the process for the development of a new global treaty to end plastic pollution. \n\nA great effort is needed to focus on collective and integrated delivery and implementation of multiple global and regional policies. Africa is a critical actor in all these processes and WWF has been a key stakeholder in the different processes. Unfortunately, WWF Africa country offices\u2019 participation remains limited and this, in most cases, is due to inadequate human and financial resources. There is no doubt that from 2023, policy issues especially related to implementation of decisions from the different COPs (UNFCCC, CBD and CITES) will be at the forefront of conservation related conversations both globally and nationally.\n\n\nScope of Work\n\nThe consultancy is expected to deliver the following deliverables:\n\nReview the WWF Africa Conservation Framework and other relevant WWF documents to identify key policy &amp; partnerships issues based on global and regional policy dynamics \nBased on the identified policy &amp; partnerships issues, develop a policy &amp; partnerships priority action and engagement plan for 2023 and 2024\nBased on the policy, advocacy and partnerships priorities and engagement plan as well as the identified key policy, advocacy and partnerships issues, develop a policy, advocacy and partnerships strategic framework\nSupport leaders in WWF ROA to establish a WWF Africa Policy Cabinet to integrate global, regional, and national policy and advocacy efforts \n\nExpected deliverables\n\nA detailed narrative report on findings from the country offices\u2019 policy capacity needs scan\nA brief report on key recommendations from the review of the Africa Conservation Framework and other relevant WWF documents to identify policy issues for future engagement\nA structure and plan, including the governance, membership, mechanism, staffing and fundraising, for an African Policy Cabinet\nAn action plan for engagement on policy &amp; partnerships and calendar of policy and partnerships events for 2023 and 2024\n\nDuration \n\nThe Consultancy is for 35 days for a maximum period of three months.\n\nRequired Skills and Qualifications: \n\n\u2022\tExperience in development studies, policy, international relations, economics, and environmental sciences or policies;\n\u2022\tExperience on global and regional policy processes and dynamics\n\u2022\tExperience in working with African development and policy institutions;\n\u2022\tExperience in formulating strategies and management plans;\n\u2022\tKnowledge of WWF Global Goals, structure, organisation, and operations particularly in Africa;\n\u2022\tAbility to work with and within multidisciplinary and multi-cultural team;\n\u2022\tAbility to work under tight deadlines.\n\u2022\tAbility to analyze and synthesize large volumes of complex information and communicate them clearly and concisely\n\u2022\tFrench language proficiency (desired)\n\u2022\tA University undergraduate or graduate degree in International Relations\/Development, Environmental Sciences, Environmental Law or other related fields, public relations.\n\u2022\tExperience with conservation or development organisations.  \n\nRequired Skills and Competencies: \nStrong oral and written communication skills in English.
