Plan International is committed to responding to children affected by emergencies in the countries of our operation.<\/p>\n\n\n\n<p>Given the current&nbsp;humanitarian crisis inthe North West and Sout West &nbsp;Regions of Cameroon,&nbsp;Plan International is engaged in providing&nbsp;life-saving humanitarian assistance, protection, education and psychosocial support. Its operations are implemented in key sectors of Child Protection,&nbsp;Education, WASH, NFIs, Livelihood and Food Assistance and in coordination with all other humanitarian institutions.<\/p>\n\n\n\n<p>Dimensions of the Role<\/p>\n\n\n\n<p>&nbsp;This position is responsible for supervising all M&amp;E processes related to the response in the NW\/SW. S\/he will work closely with the ERM. S\/he shall be charged with ensuraing the quality of internal and external reports, including defining and executing data editing and corrections, creating\/accessing database, developing forms, documentation of procedures and data analysis for Bamenda PU. The M&amp;E manager will be based at the Plan International Cameroon PU office in Bamenda, with travels in all project locations.<\/p>\n\n\n\n<p>Accountabilities<\/p>\n\n\n\n<ol><li>Provide technical support to the ERM&nbsp;<\/li><li>Provide technical support to the montly Sit-rep design<\/li><li>Ensure that the information\/data collection is made in accordance with projects\u2019 specifications, guidelines of donors and in accordance with strategic guidelines and Plan International Cameroon\u2019s programmatic standards<\/li><li>Organize\/supervise project specific data collection, their processing and analysis in the context of monitoring the indicators of the projects<\/li><li>Train Plan staff, and members of parter organizations on the use of data collection tools<\/li><li>Support specific project database, like the Child Protection Information Management System or the GBV Information Management System&nbsp;<\/li><li>Ensure quality control of data and information collected, through the development and\/or review of new tools for the data collection in accordance of the logical frameworks of the projects, the quality assurance system of Plan International<\/li><li>Gurantee the quality of internal reports, including the monthly narrative reports and the workbook<\/li><li>Guarantee the quality of external reports, including those addressed to donors and clusters&nbsp;&nbsp;<\/li><li>Provide support to the analysis of key projects indicators with produce graphs, maps and infographics<\/li><li>Based on the data collected, conduct needs and gap identification for the relevant sectors&nbsp;<\/li><li>Proactively gather information from relevant partners and other organisations which may be of use for making strategic decisions<\/li><li>Develop an information-sharing platform as a web-portal<\/li><li>Guarantee the quality and timely submission of the 5Ws matrix with information and data from projects in the PU<\/li><li>Attend all relevnt coordination meetings related to M&amp;E, i.e UNOCHA\u2019s IM working group.<\/li><li><strong>Information and Co-ordination<\/strong><\/li><\/ol>\n\n\n\n<ol><li>Provide regular weekly updates with inputs from all project managers&nbsp;<\/li><li>Guarantee the monthly sit-rep is submitted to the ERM by 25th of every month<\/li><li>Guarantee all 5Ws are submitted by 20th of every month.<\/li><li><strong>Human Resources and Administration<\/strong><\/li><li>Assess the PU needs in terms of M&amp;E and build a team able to support all projects.<\/li><\/ol>\n\n\n\n<p><strong>Dealing with Problems:<\/strong><\/p>\n\n\n\n<ol><li>Maintain&nbsp;<strong>neutrality<\/strong>&nbsp;to the on-going crisis<\/li><li>Excellent and innovative leadership skills will be utilized to properly implement the activities, in accordance with the standards, principles and with possible resistance from colleagues as is often the case in emergency response work&nbsp;&nbsp;<\/li><li>S\/he should work under pressure and accept travels and stays in areas often austere<\/li><\/ol>\n\n\n\n<p>Ensures that Plan International\u2019s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International\u2019s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.<\/p>\n\n\n\n<p>Key relationships<\/p>\n\n\n\n<ol><li>Keeps and maintain high contact with the ERM and the Project Coordinators<\/li><li>Maintains high contact with local partners as needed arises.<\/li><\/ol>\n\n\n\n<p>Technical expertise, skills and knowledge<\/p>\n\n\n\n<p><strong>Essential<\/strong><\/p>\n\n\n\n<p><strong>Qualification and Experience<\/strong><\/p>\n\n\n\n<ol><li>University Degree in Management of Information Systems (MIS), data management and in-depth analysis or Computer Science or Statistics, economics or related disciplines&nbsp;<\/li><li>A minimum of 4 years in data collection and data management, monitoring and evaluation or other relevant fields<\/li><li>Experience in database design, database distribution and map production and capacity building to give \u00ab\u00a0hands-on\u00a0\u00bb training on database management and reporting.
