Associate Livelihood and Economic Inclusion Officer<\/p>\n\n\n\n<p>Organizational Setting and Work Relationships<\/p>\n\n\n\n<p>The Associate Livelihood and Economic Inclusion Officer will be key in operationalizing the strategic vision to align livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR), which underscores the need to mobilize additional actors and to adopt a whole-of-society approach to strengthen refugee self-reliance and help ease pressure on host countries. Promoting economic inclusion of refugees is a key development area that will enable the achievement of these objectives and contribute to the 2030 Agenda&rsquo;s Sustainable Development Goals.<\/p>\n\n\n\n<p>Leveraging the growing global momentum, UNHCR is working to translate the objectives of the GCR into impactful results for persons of concern (POC). Contributing to this global roll-out of the GCR, the Associate Livelihood and Economic Inclusion Officer, with support from the Livelihoods and Economic Inclusion Unit in the Division of Resilience and Solutions (DRS), works towards the following objectives:<br>1) improve the enabling environment for refugees to work through advocacy on the right to\/at work, access to economic opportunities and service;<br>2) seek new and strengthen existing partnerships including with the private sector, development actors, government institutions and specialized agencies to advance economic inclusion of refugees; and<br>3) enhance ongoing livelihoods and economic inclusion programming through evidence-based and market-driven approaches to improve economic inclusion outcomes.<\/p>\n\n\n\n<p>The Associate Livelihood and Economic Inclusion Officer should be proactive, always looking for new opportunities and persuasive in mobilizing donors and new partners around new models of economic and social integration.&nbsp;<br>The incumbent will interact with the government counterparts and other stakeholders with specific mandate in livelihood activities as well as with the refugee communities. Within UNHCR, the Associate Livelihood and Economic Inclusion Officer will work under the supervision of the head of livelihoods and closely with multi-functional teams on matters including but not limited to protection, education, cash, partnerships, research and analytics, SGBV, solutions, complementary pathways and more. S\/he will support the office&rsquo;s involvement with livelihoods and economic inclusion, working with relevant external stakeholders from government line ministries, development actors, private sector, UN agencies, international organisations, NGOs, research institutions and universities.<\/p>\n\n\n\n<p>All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR\u00bfs core values of professionalism, integrity and respect for diversity.<\/p>\n\n\n\n<p>Duties<br>&#8211; Maintain close contact and cooperation with partners to facilitate the economic inclusion of refugees, such as line ministries, private sector and development actors in accordance with UNHCR Global and Country level policies, priorities, and strategies, in particular the Global Compact on Refugees. This includes advocating with public and private sector services providers to include UNHCR POC in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.).<br>&#8211; Work with the multi-functional team, more specifically with the Protection Unit, to assess the legal framework for the right to work and rights at work and recommend\/implement advocacy initiatives and policy reforms to improve UNHCR POC\u00bfs economic inclusion, rights and access to work.<br>&#8211; Build on UNHCR databases to support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. Bureau Meiganga<\/p>\n\n\n\n<p>A la suite des troubles sociopolitiques r\u00e9currents survenus en RCA entre 2006-2013 et surtout \u00e0 partir de 2014, le Cameroun a re\u00e7u sur son territoire les r\u00e9fugi\u00e9s centrafricains install\u00e9s dans les r\u00e9gions du Nord, de l\u00bfAdamaoua et de l\u00bfEst. Leur protection et assistance est mise en \u0153uvre \u00e0 travers la Sous-D\u00e9l\u00e9gation de Bertoua bas\u00e9e \u00e0 l\u00bfEst et qui compte deux bureaux de Terrain : celui de Batouri et celui de Meiganga dans l\u00bfAdamaoua qui couvrent respectivement les unit\u00e9s de Terrain de Djohong et Touboro qui coordonnent la r\u00e9ponse humanitaire et soutiennent les autorit\u00e9s locales dans la gestion et l\u00bfencadrement des r\u00e9fugi\u00e9s dans ces zones.<br>Le programme humanitaire en faveur des r\u00e9fugi\u00e9s centrafricains couvert par le bureau de Terrain de Meiganga s\u00bf\u00e9tend de Gado \u00e0 l\u00bfEST jusqu\u00bf\u00e0 Touboro dans le Nord sur environ 85 000 km\u00b2 o\u00f9 sont install\u00e9s suivant les chiffres de septembre 2020, 146 280 r\u00e9fugi\u00e9s dont 30 % sont install\u00e9s dans les sites am\u00e9nages de Borgop, Ngam et Gado et 70% vivent dans les villages avec les communaut\u00e9s h\u00f4tes camerounaises partageant pacifiquement, les m\u00eames ressources naturelles.<br>Sur le plan op\u00e9rationnel, le programme fait face de fa\u00e7on progressive chaque ann\u00e9e \u00e0 une r\u00e9duction du niveau de financement impactant de fa\u00e7on significative la qualit\u00e9 de la r\u00e9ponse op\u00e9rationnelle mise en \u0153uvre en faveur des r\u00e9fugi\u00e9s. C\u00bfest dans ce contexte que l\u00bfemphase est mise sur les activit\u00e9s de Livelihood et inclusion \u00e9conomique visant l\u00bfautonomisation des r\u00e9fugi\u00e9s. Des efforts sont consentis pour int\u00e9grer les r\u00e9fugi\u00e9s dans les programmes nationaux d\u00bf\u00e9ducation, de sant\u00e9, de protection des enfants, des femmes et des personnes vivant avec handicap. Cette approche d\u00bfinclusion oblige l\u00bfop\u00e9ration \u00e0 accompagner le gouvernement \u00e0 faire face aux probl\u00e8mes structurels.<br>La strat\u00e9gie MYMP a aussi \u00e9t\u00e9 \u00e9labor\u00e9e \u00e0 cet effet pour susciter l\u00bfadh\u00e9sion des partenaires aussi bien humanitaires, de d\u00e9veloppement que du secteur priv\u00e9 en vue de l\u00bfatteinte des objectifs de protection et d\u00bfassistance \u00e0 travers la mutualisation les ressources et en s\u00bfinscrivant dans la p\u00e9rennit\u00e9. Avec la signature de l\u00bfaccord tripartite entre la R\u00e9publique du Cameroun, la R\u00e9publique Centrafricaine et le HCR, l\u00bfop\u00e9ration a amorc\u00e9 l\u00bforganisation du rapatriement volontaire facilit\u00e9 des r\u00e9fugi\u00e9s centrafricains dans les pr\u00e9fectures de Nana Mambere et Mambere Kadey.<br>En d\u00e9pit de l&rsquo;ins\u00e9curit\u00e9 persistante le long de la fronti\u00e8re avec la R\u00e9publique centrafricaine, le Gouvernement du Cameroun a maintenu ses fronti\u00e8res ouvertes et continu \u00e0 fournir un acc\u00e8s sans restriction \u00e0 son territoire.<br>La situation s\u00e9curitaire tendue en R\u00e9publique centrafricaine (RCA) s\u00bfest d\u00e9t\u00e9rior\u00e9e pendant la p\u00e9riode ayant pr\u00e9c\u00e9d\u00e9 ou suivi les \u00e9lections pr\u00e9sidentielle et l\u00e9gislatives du 27 d\u00e9cembre 2020. Si le 18 janvier 2021, la Cour constitutionnelle a annonc\u00e9 la validation de la r\u00e9\u00e9lection du Pr\u00e9sident, la d\u00e9cision concernant les \u00e9lections l\u00e9gislatives est encore attendue. Plusieurs groupes arm\u00e9s ont cr\u00e9\u00e9 une coalition, et se sont engag\u00e9s dans de violentes actions dans diverses r\u00e9gions du pays contre les troupes gouvernementales, les casques bleus et les civils.<br>\u00a0 \u00c0 ce jour, les violences ont contraint environ 60 000 personnes \u00e0 fuir leurs maisons et \u00e0 chercher l\u00bfasile en R\u00e9publique d\u00e9mocratique du Congo (50 000), au Cameroun (4 900), au Tchad (4 400) et en R\u00e9publique du Congo (300).
