 BACKGROUND

 The Development Economics Vice Presidency (DEC) seeks to increase understanding of development policies and programs by providing intellectual leadership and analytical services to the World Bank Group and the development

community. DEC is the research and data arm of the World Bank Group. The Business Ready (B-READY(https://www.worldbank.org/en/businessready) project provides a quantitative assessment of the business environment for private sector development, published with annual frequency and covering most economies worldwide. The B-READY data and summary report aim to advocate for policy reform, inform specific policy advice and provide data for development policy research. Through its focus on private sector development, B-READY effectively contributes to meeting the WBG twin goals of eliminating poverty and boosting shared prosperity.

 Highly-motivated local Short Term Consultants (STC) are invited to join the B-READY team to work on identifying and recruiting expert contributors from the economies listed in the annex to this TOR for all 10 topics of the B-READY project. The position requires excellent communication skills, good familiarity with the B-READY topics, especially their requirements to experts, ability to work in a fast-paced and multicultural environment, as well as excellent organization skills and detail-orientation.

 The STC position does not offer any financial compensation for relocation and does not cover any of the benefits such as pension, health insurance and maternity leave. The appointment will be for 100 days starting end of July 2024 through January 2025. This STC position is fully remote, local position (at a local salary rate), and the consultant will be requested to be available during some of the work hours at the Washington DC time zone.

 Candidates that have less than two years of work experience will be hired as Short-Term Temporary (STT) consultants.

 RESPONSIBILITIES

 Duties of the consultancy will include, but not be limited to the following:

 ·         Identify qualified private sector expert for each of the 21 questionnaires of the B-READY project in the assigned economy(s), using web searches, lead generation, local professional directories, outreach to professional organizations and private companies (law firms, notaries, utilities providers, engineering and architect firms, tax advisors, banks and financial firms, trading companies) or other types of organizations.

·         Reach out to the identified experts by email, phone, social media, professional networks, etc. to invite them to participate in the B-READY project: provide brief description of the project, benefits of participating, timeline, questionnaire completion process, etc.

·         Recruit a required number of experts in the assigned economy(s).

·         Administer screener forms and topic questionnaires to experts and conduct all the necessary follow ups to obtain completed questionnaires from experts.

·         Provide general support to the project, as required.

·         Follow all the applicable B-READY protocols outlined in the B-READY Manual and Guide.

 SELECTION CRITERIA

 The B-READY team is looking for qualified candidates who meet the following requirements:

 ·         Bachelor’s degree or higher in Law, Economics, Communications, Public Relations, Journalism, Marketing or related field, and at least two years of related work experience; or equivalent combination of education and experience.

·         Experience with data collection fieldwork, particularly with business respondents, strongly preferred.

·         Excellent oral and written communication skills in English and the assigned country’s language are essential. Language skills indicated in CVs will be tested during the interviews.

·         Ability to use multiple mediums including web, LinkedIn, RocketReach, Facebook, Whatsup, newspaper ads, etc.

·         Good knowledge of the assigned country(s) cultural norms, professional circles, and preferred communication means.

·         Excellent command of Microsoft Excel, Word and PowerPoint.

·         Proven ability to work without close supervision, to do effective multitasking, and to deal with rapidly shifting priorities under pressure.

·         Ability to operate in a multicultural environment and build effective working relations with local and external counterparts.

·         Well-developed interpersonal and team building skills.

·         High level of energy, initiative, persistence, positive attitude and drive for results given the agreed objectives and deadlines. Also, organized, patient and detail oriented.

·         Candidates are expected to be familiar with the project as part of interview preparation.
