POSITION OVERVIEW

Reporting to and technically supported by the MEAL Manager, the MEAL Officer works closely with program teams to optimize the monitoring, evaluation, accountability and learning capabilities and opportunities of the mission carried by IRC in Cameroon.  This is to ensure high quality programming for the clients we serve, and to support the overall ambitions of IRC’s Strategy100 and the country’s strategic action plan. The MEAL Officer supervises, leads and implements the MEAL activities of a project or of one or more specific areas within the country’s MEAL team.

RESPONSIBILITIES

Management and partnership:

Provide support for all technical aspects and MEAL activities concerning the project or specific area and respond to program needs. Foster and promote standards and best practices for quality data collection, analysis and reporting.
Ensure accountability to customers, partners and funders.
Implement and support the MEAL system and approaches in your areas of expertise and promote learning.
Represent IRC at technical meetings, forums and other events; build partnerships within IRC and share capacity with partners.
Promote access to and use of data for shared learning, sound decision-making and data-driven program adaptation.
Technical supervision:

Manage the MEAL system and processes for the specific project or area in harmony with the country and global MEAL strategies throughout the project cycle, including
Collaborate with MEAL and program staff to ensure that data is collected, compiled, checked for quality and completeness, in line with IRC and donor standards.
Document and share learning, evidence and data from previous projects to provide sufficient information for the design of project proposals.
Implement MEAL plans, revise data collection tools, promote online tools (CommCare and Kobo), monitor data management processes, quality controls and audits, and update data visualization.
Undertake regular analysis of monitoring data and work closely with officers and program managers to facilitate decision-making when adapting the program in real time.
Produce quality reports and update dashboards with key results that support learning and decision-making and are shared in project cycle management meetings and team meetings.
Identify, document and share customer feedback to improve services and outcomes for customers.
Support the deployment of surveys and polls such as initial and final surveys, as well as the commissioning of external evaluations in coordination with program colleagues and relevant partners.
Support the use of technologies (CommCare, Kobo, Power BI) using standard tools and processes for mobile data
collection and online dashboard visualization. This will improve the speed and quality of data collection and analysis, as well as data presentation.
Adhere to and participate in IRC’s efforts to meet its internal and external accountability commitments through the implementation of reliable accountability, feedback and customer response mechanisms.
Human Resources

Coordinate, lead and mentor MEAL Assistant(s); foster timely and quality achievements, as well as an inclusive and respectful team climate.
Promote staff growth and development within IRC teams and partners: provide high-quality technical training and learning resources for partners, colleagues and junior staff.
Participate in the recruitment and integration of MEAL assistants, consultants and field enumerators.
Main Working Relationships

The position reports directly to the MEAL manager/manager or to a partnership between the program and the MEAL manager/manager.
The position directly supervises assistants, volunteers and/or enumerators in the field.
Other internal and/or external contacts

Internal: Project lead and Senior officers, Client Responsiveness officers, Grants and Partnership Officer, HR Officer, Field Coordinator.
External: clients, program partner organizations, local and government authorities.
Minimum Qualifications:
REQUIREMENTS

Technical degree or equivalent – additional relevant work experience may be equivalent to education.
A minimum of one year’s professional experience in a related field.
Possess basic technical knowledge of M&E approaches and techniques in some or all the following areas: results monitoring; theories of change, logical frameworks, data collection, data analysis, client feedback and feedback mechanisms.
Experience in quantitative data collection and data entry.
Knowledge and experience of mobile data collection software such as Kobo, CommCare, ODK Collect is required.
Knowledge of Tableau, Power BI or GIS software and tools is an additional asset.
Good computer skills in the use of MS Office, especially Excel and Word – with experience in report writing.
Autonomous and proactive attitude with good organizational, planning and analytical skills, including prioritizing and multi-tasking, with attention to detail.
Flexibility and ability to work under pressure and in constantly changing work environments.
Proven analytical, systematic thinking and problem-solving skills are definite assets.
A strong understanding of accountability and a proven ability to set up feedback systems for customers.
Language: ability to read, speak and write English with intermediate knowledge of French. Knowledge of one or more local languages spoken in IRC’s areas of operation is an asset.
Willingness to travel to various field offices [40%].
