Action Against Hunger has been operating in Cameroon since 2014, following the massive and sudden influx of refugees fleeing the Central African crisis and subsequently the Boko Haram crisis. The multiple offensives in each border area of Cameroon have caused significant internal displacements and significant arrivals of refugees. Since then, ACF has implemented its humanitarian response with an integrated and multi-sectoral approach, with interventions in health and nutrition, water, hygiene and sanitation (WASH), mental health and care practices, food security and livelihoods for vulnerable people, including Cameroonian internally displaced persons (IDPs), Central African refugees as well as returnees and host communities. In 2021, ACF wishes to continue humanitarian intervention in areas still presenting humanitarian needs by also providing post-emergency support for recovery and by implementing development projects. Our team manages operations worth approximately 6.5 million euros.
Buea is the capital of the South West region and the largest city in the region. It is located about 300 kilometers west of Yaoundé. The situation remains tense in the city and surrounding areas, with cases of urban crime (i.e. thefts, violent thefts), clashes between non-state armed groups and security forces in all English-speaking regions, in remote areas but also in cities. There is 1 compound for housing ACF international teams offering correct living conditions to expatriates.
Responsibilities
Mission 1: Establish and supervise activities in the framework of nutritional projects The Nutrition and Health Programme Manager is responsible for:
– Management of the project cycle in nutrition and health
– Meeting the objectives of AAH in the centres dealing with malnutrition
– The quality of the programme for which he/she is responsible
Example of task:
– Sharing his/her analyse of the needs in the area with the Field Coordinator and the Head of Nutrition and Health Department
– Providing relevant inputs to Field Coordinator for the design of proposals with a view to developing shared and integrated approaches include when appropriate advocacy goals
– Insuring the deployment of basic medical and nutritional packages, including those related to HIV, tuberculosis, malaria and health care practice always taking into consideration WASH integrating activities
Mission 2: Organise staff development programmes for the AAH teams
The Nutrition and Health Programme Manager is responsible for:
– Evaluation of the technical skill level of the AAH teams
– Identification of training needs
– Skills development for AAH staff in his/her programme
– Ensuring the quality and pertinence of training programmes established for the AAH teams
Example of task:
– Taking part in the recruitment of staff in collaboration with the HR Manager in the base and the Field Coordinator
– Identifying the teams’ training needs on the basis of assessments and in situ observation
Mission 3: Training and managing the programme team
The Nutrition and Health Programme Manager is responsible for:
– The twice yearly assessment of the skills and performance of the AAH teams in his/her programme
– The management of his/her teams (leadership, monitoring, motivation….)
Example of task:
– Organising and leading meetings with the team and individual staff members, on both a regular and ad hoc basis
– Creating and supervising action plans for individual team members
Mission 4: Develop and direct operations
The Nutrition and Health Programme Manager is responsible for:
– Proposing a strategy for addressing the problem of malnutrition which is adapted to the local context
– Timely and high quality implementation of planned activities within his/her programme and alerting the Field Coordinator to any delays or excessive or under-use of resources
– Timely and high quality reporting, both internal and external, of the activities of his/her programme, together with a critical analysis
– Identifying and proposing the development of new programmes
– Writing the nutritional and medical sections of proposals for new activities in his/her zone
– Contributing to the design and implementation of sectoral advocacy activities in collaboration with the Nutrition and Health HOD
Example of task:
– Representing nutritional, health and WASH issues at the level of the programme and the geographical area
Requested profile
Ideally, someone with background in health (medical doctor, nurse), others backgrounds might be considered but then a strong public health knowledge and constant training on health matters needs to be proven. Managerial competences are mandatory/ Experience in WASH projet management and in hard to reach areas will be an asset.
-Applied project management knowledge (organizational capacity/planning) in the implementation of the minimum package of activities of 1st contact health centres or in direct implementation via mobile clinics
-Excellent interpersonal and representation skills -Interpersonal skills (team management, autonomy, communication, pedagogy) -Good knowledge of the Office Pack (Word, Excel, Power point)
Specific conditions / Salary
2 months fixed term contract under French (for internationals) or Cameroun (for nationals) labor law.

Monthly gross salary from 2130€ to 2475€ upon experience
Per diem and living allowance: 583 Euros net, field paid
Monthly country allowance: 450 Euros
16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen
Child allowance, 1500€/year/child (capped to 6000€)
Coverage of transportation costs to and in the mission100% coverage of health contributions (social security + private insurance) and repatriation insurance
25 days of paid leaves per year
20 RnR per year. + 215 € at each RnR period

It is a challenging position in a difficult to reach context where AAH is one of the only humanitarian partners supporting the SW region in health programs. There is room for project expansion, for other donors fundraising, and ideas for innovation in health to be developed in the future.
