Overview of GGH LLC:
The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and wellbeing and to safeguard against health-related threats by advancing the use of evidence and human-centred enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyse the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. Georgetown University, through CGHPI, is managing an award received from U.S Centers for Disease Control and Prevention (U.S. CDC) through funding from the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) to support HIV response efforts in Cameroon for achievement of HIV epidemic control to implement a program titled SAFECARE-Cameroon.

Position Title: CQI and Program enhancement Specialist

Location of Work: Center and East Region
Position Summary:
This position provides Direct Service Quality Improvement, at DSD sites in both Center and East regions by ensuring the applying of quality improvement techniques and completed implementation of quality improvement activities at PEPFAR supported facilities. The CQI and Program Enhancement specialist is part of the SAFECARE project team.
He/She will collaborate with the prime’s program and technical teams to drive continuous quality improvements through strategically selected and executed improvement initiatives for programmatic as well as clinical outcomes at patient and population levels. The position will coach, and mentor program personnel, facility staff, and other front-line service providers as appropriate in the application of CQI strategies to achieve desired improvements in program outcomes. In addition, the specialist will support the entire SAFECARE technical team, facility and district levels health care providers and health managers to transition QI from discrete improvement projects to routinized process through institutionalization of QI practice as a culture. Further, the position will work with SI teams of SAFECARE to develop metrics for monitoring the effectiveness of QI practice within facilities.
Specific Duties:
Quality Improvement
o Coordinate and oversee all quality improvement activities in the SAFECARE project
o Develop functional site CQI Teams in all project facilities/Districts
o Train and mentor site multi-disciplinary teams to adopt CQI principles in delivery of comprehensive HIV services
o Lead the implementation of weekly improvement process for targeted weekly monitoring and monthly achievements
o Lead SAFECARE internal SIMS assessments
o Act as a content expert within the SAFECARE mentorship team in development of remediation interventions following SIMS and other site performance assessment exercises
o Complete regular facility service Quality assessment to demonstrate how much of processes and practices have been standardized at the sites
o Determine needs assessment for quality improvement and oversee its implementation
o Guide sites and mentorship teams to develop Performance Dashboard Reviews and use patient level data/information to inform key clinical and management decisions
o Support benchmarking and implementation of best practices between differents sites
o Support adoption, spread and implementation of CQI Guidelines developed at the national level within designated facilities to ensure consistency in clinical standards in order to minimize clinical care variations
o Develop Collaborative learning and quality of care improvement networks in the region and district for the sharing of lessons learnt and evaluation results.

Required Qualification:
·Master degree in the field related to Public Health and Epidemiology, or any of the sciences or social sciences
At least 2 years’ experience of mentorship, training or coaching for process improvement
Medical doctor, Registered Nurse, Nurse Mid-wife, preference for HIV Nurse Prescriber (HNP) and HIV trained medical doctor;
A Master Degree in public health will be an added advantage;
Registered with necessary regulatory bodies;
Minimum of five (5) years working experience providing HIV Care and Treatment, HIV clinical management;
Minimum of three (3) years working experience in designing and implementing complex and challenging HIV-related care and treatment programs, including clinical mentoring, training, preceptorships and continuous quality improvement;
Extensive knowledge of and practical experience with health systems in Cameroon;
Demonstrated experience working closely with government public health officials and agencies at all levels;
Demonstrated ability to interact with persons from a variety of professional disciplines and from different levels of society in a tactful, diplomatic, and culturally-appropriate manner;
Demonstrated ability to work independently;
Computer skills including MS Word, PowerPoint, Excel and Outlook;
Experience working with PEPFAR programs will be an added advantage and prior experience with Georgetown Global Health (GGH) Cameroon will be given preference.
