OB DESCRIPTION
The purpose of the ICLA Coordinator is to coordinate the Information, Counselling and Legal Assistance (ICLA) programme in the Far North Region of Cameroon. NRC has been implementing its legal assistance programme in Far North since 2017 with focus on the thematic areas of legal and civil documentation, and housing, land and property rights for displacement affected populations.

RESPONSIBILITIES
Generic responsibilities

Adherence to NRC policies, guidance, and procedures.
Contribute to ICLA strategy development, project proposals drafting and provide input on needs and gaps.
Coordinate the implementation of the portfolio of ICLA projects in the Far North (activities, budget, and project documentation) in line with proposals, strategies and donor requirements, and ensure high technical quality.
Support implementation of project cycle management activities according to NRC framework.
Oversee the provision of legal services to NRC beneficiaries in the FN region.
Ensure that projects target beneficiaries most in need of legal protection, explore and asses new and better ways to assist.
Supervise the ICLA team located in Maroua Area Office and Kousseri Field Office, ensure their capacity building and transfer key skills.
 

Specific responsibilities

Manage, supervise and support ICLA team through capacity building activities and on-the-job training.
Identify appropriate locations for ICLA outreach work and establishment of activities in coordination with ICLA teams in Maroua and Kousseri.
Monitor and follow-up on the quality of ICLA services provided by ICLA teams.
Monitor the project performance and progress towards set targets according to ICLA database and other monitoring tools.
Assist in development and design of the relevant reporting templates.
Contribute to the development of SOPs, checklists and relevant ICLA tools.
Deliver timely and quality regular and ad hoc reporting on quantitative and qualitative aspects of projects implementation.
Contribute to the proposals, report writing and budgets drafting process.
Conduct CC specific technical assessment and present recommendations.
Coordinate with project staff from other NRC programmes in relation to planning and implementation of programme interventions, ensure integrated programming response when applicable.
Coordinate with the Advocacy Unit and contribute to evidence-based advocacy efforts, built around legal protection programming.
Contribute to organisational learning through the provision of specific technical analysis, lessons learned and reports.
Prepare, organize and facilitate trainings, workshops and other events according to the plans/requests.
QUALIFICATIONS
Generic professional competencies:

Minimum 3 years of relevant job experience in a similar role, preferably within the humanitarian/recovery context.
Documented results related to the position’s responsibilities.
Proven experience in coordinating activities and liaising with external actors.
Previous experience from working in complex and volatile contexts.
Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint.
Context/ Specific skills, knowledge and experience:

Master’s Degree in law, human rights, international relations, political sciences or equivalent.
Knowledge of the legal protection and displacement context in the Far North.
Understanding of laws and regulations related to internal displacement is an asset.
Fluency in English and French, both written and verbal.
Experience with coordinating working groups and start-up of legal protection programmes is an asset.

We offer

•    Beginning: September 2023
•    Contract duration: 12 months, renewable depending on the availability of funds
•    Salary / Benefits: In accordance with NRC’s Salary Grid
•    Duty station: Kousseri, with 50% movement
