Duties
The Deputy Program Manager for Strategic Information and Finance will provide high-quality technical expertise to Department of Defense (DOD), the interagency country team managing the President’s Emergency Plan for AIDS Relief (PEPFAR) program, implementing partners, and Government of Cameroon counterparts – on matters related to the planning measurement and evaluation of DOD and PEPFAR’s contribution towards achieving HIV/AIDS targets, both financially and through complex programmatic data. The Job Holder represents DOD in Cameroon at technical, policy, and strategic planning meetings related to strategic information and finance, including meetings with collaborators and donor agencies with senior officials. Job holder serves as the secondary activity manager for HIV Prevention, Care & Treatment grants, contracts and cooperative agreements. Supervision for this position is provided by the DHAPP Senior Program Manager first and then the Office of Security Cooperation second.

Qualifications and Evaluations
Requirements:
EXPERIENCE: At least five (5) years of experience working with public health data management and/or informatics, preferably in HIV-related programs.
JOB KNOWLEDGE: Job Holder must have a detailed and thorough knowledge of administrative principles and procedures and logistical support aspects of the operations of a large program office. Job holder must be familiar with the business environment and government structure and practices of the host country to effectively manage procurement related to special projects and external client communications and contacts. An in-depth knowledge of the range of programs, policies, regulations and precedents applicable to development and administration of national/international public health program is required. Detailed knowledge of the Cameroon Military health care system and structures (including familiarity with MOD and MOH policies, program priorities and regulations) is required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required. Must be conversant with survey design and questionnaire development and with data management programs. Good working knowledge of overall administrative requirements, budgeting and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required. A detailed working knowledge of host government and international public health systems is required. A technical working knowledge of administrative, budgeting and fiscal management systems in support of funding mechanisms such as contracts, cooperative agreements, grants, and purchase requisitions is required.
Education Requirements:
A Master’s degree or host country equivalent in Public Health, Medicine, Nursing, Health Policy, or Epidemiology is required.
Evaluations:
LANGUAGE: Fluency (speaking/reading/writing) in English and Limited knowledge in French (speaking/reading/writing) are required. This may be tested.
SKILLS AND ABILITIES: Strong quantitative and analytical skills with a demonstrated experience in analysis and presentation of public health data. Demonstrated experience and expertise in database management and/or statistical software, such as Excel, Access, Stata, or SPSS. Proficiency in SQL is desirable. Expertise in Geographic Information Systems and geospatial data management preferred. Demonstrated experience working with large complex survey data sets, such as the Demographic and Health Surveys or Multiple Indicator Cluster Surveys desired. Proven leadership, management, facilitation, coordination, interpersonal, and teamwork skills. Strong leadership and interpersonal skills to work with all levels of staff in a team setting to accomplish program goals are required. Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners in order to convey program progress, technical requirements and to influence other collaborative organizations engaged in HIV/AIDS programs to adopt appropriate strategies for their program activities. Ability to analyze, understand and discuss new program design, management and implementation approaches is required. Strong skills in interpretation of program monitoring and evaluation data are required. Exceptional working knowledge of computer software programs such as word processing, Excel spreadsheets and databases is required. Ability to make detailed mathematical computations is required. Exceptional skills in data collection, entry, and monitoring coupled with ability to enter, track, and analyze large amounts of data on an ongoing basis. Job holder must be able to triangulate programmatic and financial data to monitor IP success and provide real time corrective guidance. Must be able to monitor financial aspects of the grant process. This may be tested.
